Job Type Information TechnologyThe Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.This position provides automation support to one or more IDA Directorate(s). The incumbent, working under direct supervision, assists staff members in defining their data processing requirements. Designs, develops, tests, implements and documents relatively simple application systems which occasionally employ database technology. Modifies and enhances existing programs and systems; provides support for end-user training in the use of applications; and provides system-related operational support. Responsibilities Works with the Directorate's staff to identify and document the need for development, conversion or modification of application system software. With assistance, develops and proposes cost effective solutions. Maintains and develops custom IDA business systems under the guidance of a project leader. Working from documented requirements, prepares design specifications; participates in design reviews; develops structured programs and systems; troubleshoots and corrects system problems; performs comprehensive unit and limited system testing; and prepares and maintains technical and user documentation per standard. Such systems are of limited complexity and frequently involve designs that call upon a limited range of computing skills. With the guidance of a project leader, maintains acquired systems that have few support or interface requirements to be met by IDA. Acts as liaison between users and vendors for the installation and maintenance of new software releases and modifications. Assists vendors in identifying and isolating problems, and installs and tests vendor updates and fixes. Builds custom interfaces, if required, to provide connectivity with other IDA systems. Assists in training users in the operation of new application software. Provides users with access to software and corporate data where authorized. Converts mainframe data for use with a Microcomputer and assists in up-loading and downloading data between systems. Complies with and fully supports configuration management principles and procedures in all software related activities. Performs other duties as needed.

BS/BA degree in Computer Science, Management Information Systems or related area. One or more years of related work experience. Experience with a modern, high-level programming language and one or more SQL based Relational Database Management Systems. Experience with computers running MS Windows 2000/2003/XP. Possess excellent interpersonal skills and ability to communicate effectively both orally and in writing with all levels of personnel. Ability to obtain and maintain necessary security clearance.
