Senior Buyer

I am working with a power company in the area seeking a Senior Buyer. This is one of the largest utility companies in the West and have been in operation since 1881. They are consistently working towards bigger and better things. They have an immediate opening for an individual to help them with their buying needs. Summary
Buyer will lead teams to develop business and commercial requirements, specifications, supply chain objectives, sourcing criteria, market and supplier evaluations, proposal evaluation criteria and models, and purchase recommendations for critical materials and services. High emphasis placed on the procurement of services in support of major capital projects.
Responsibilities for this position include:
o Leading teams in the development of procurement objectives that support the overall procurement strategy, as well as business, commercial, and technical requirements to support business needs. .o Developing and managing relationships with key vendors.o Assisting with the development and management of domestic and international sourcing and procurement policies and practices.o Working with Project Management and Engineering to develop RFP's. Leading/Managing bidding process, including posting RFP (Request for Proposal), bid evaluations, awarding of bid, and execution of bilateral contracts, outline/master agreements, and unilateral contracts/releases.o Purchasing other high value and critical goods and services.o Identifying, developing, and leading teams of company and external personnel to develop procurement/project objectives and specifications.o Managing, developing, preparing, reviewing, modifying, distributing, issuing and maintaining: Approved Vendor Lists, Sourcing Strategies, Terms and Conditions, Bilateral Agreements, RFP's (Requests for Proposals), Proposal Evaluation Criteria, Supplier Proposals and Purchase Orders.o Developing process-driven practices and improvements ensuring evaluation of entire process from acquisition to disposal.


Requirements:

Requirements for this position include:
o Bachelor's Degree in Business or equivalent combination of education and work experience demonstrating the ability to perform the essential functions of the position.o A minimum of 5 years experience in supply chain, including the contracting of services.o Understanding the use of outsourcing strategies and related issues.o Ability to apply discipline in problem solving techniques utilizing prescribed techniques and the use of data.o Ability to lead problem resolution sessions with internal customers and suppliers.o Ability to lead high-level teams in developing business and commercial requirements. Teams are typically composed of Managers, Directors, Senior Management, and Sourcing teams engaged in projects with significant dollar impact and visibility.oSAP transaction/system skills, including Outline Agreements, Purchase Orders, and Service Orders.
Preference may be given candidates who meet the above requirements and have the following:
o 7or more years of supply chain experience.o Certified Purchasing Manager (CPM) designation.o Experience with Procuri sourcing system.o Commitment to pursuing advanced education or training as needed.o Experience in construction and/or utility industry.o Project management experience.o Supervisory experience, preferably with supply chain personnel.
