Organizes, controls, and monitors all procurement activities in projects and implementing procurement strategies targeting maximum contribution to the operating result. Guarantees the observance of the procurement processes described and optimizing deployment of resources. Scope: Responsible for all district level third party spending activities Identifies appropriate procurement strategies from a set of standard, accepted division and company strategies and implements them to achieve cost and customer satisfaction goals of system and service projects. Requires identification of solution approaches and integration of diverse objectives. Technical interpretation of drawings and job specifications to support the above. Establishes proper sourcing processes and identifies all procurement resources and activities to achieve optimal cost. (procurement plan, target-costing) and meet requirements relating to deadlines and quality. Integrates global procurement strategies into the project and branch indirect purchase process (e.g. pooling in the procurement network) to simultaneously meet global procurement strategy targets, ensure maximum productivity, and fulfill cost objectives. Analyzes customer contracts and agreements, including risk analysis and recommends negotiating strategies and tactics in preparation for negotiations with suppliers (back-to-back where appropriate). Identifies both market and project specific risks and opportunities throughout the project procurement phase. Recommends specific actions to mitigate risks or capitalize on opportunities through tailored risk management (e.g. contractual framework) in consultation with project management and customer. Leads contract and price negotiations and/or supports Commodity Managers responsible for particular material fields to secure project cost targets with best available terms and conditions. Defines measurements for controlling and compiling all relevant project cost information to submit qualified reports (e.g. for the project team procurement management team) including analysis of variances and actual or missed cost savings. Assures compliance with all company purchase order, requisition, receiving, and invoice policies and procedures. Participates in workgroups, actively shares knowledge with others, and exhibits leadership to encourage and accelerate the adoption of project procurement strategies, programs and tactics and to improve workflows and processes. Level II: Counsels and trains less experienced procurement team members on procedures and routine tasks associated with company products and services. Provides support to other procurement personnel on escalated calls and resolves most complex issues bringing in appropriate personnel as needed.High School Diploma or GED required. Bachelor’s degree in Business Administration, Mechanical or Electrical Engineering desired. 3-5 years (Level II: 5 to 7 years) experience in various roles within procurement related and/ or field operational /engineering positions.Level II: Technical competence in building automation, security and fire systems and products desirable. Excellent oral and written communication, negotiation, project management and leadership skills.Compensation:There is assistance available for relocation.
