Midstream Procurement Manager

Division: Corporate OKCCategory: ProcurementResponsible for the planning and execution of contracts and purchasing transactions for services and products supporting Midstream operational needs plus management of people and processes in line with established corporate policies and procedures. Responsible for soliciting and evaluating supplier proposals, negotiating contractual terms and conditions, and awarding contracts. Works in multifunctional teams to conduct demand planning, identify operational requirements, and develop procurement strategies. Responsible for conducting market analysis to ascertain market price and product availability trends. Travel is required to support the above activity, to attend field operations’ meetings, and to complete professional training courses as required.
Job Description:
Plan, direct, supervise, and coordinate procurement support to meet Midstream requirements
Coordinate purchasing requirements, specifications, and work statements with operational personnel to ensure precise understanding of need
Conduct market research to ascertain market support capability and price trends
Solicit reliable contractors/suppliers, evaluate proposals, negotiate favorable terms and conditions, and award contracts
Manage contract compliance, administer established contracts, and maintain performance measurements
Tender written and oral opinions to internal customers on procurement strategies and market trends
Provide advisory services as needed to Procurement Manager
Establish and maintain close working relationships with customers within Devon (Midstream, Accounting, Legal, etc.) and contractors/suppliers providing product and services to Devon
Travel to field locations to support field purchasing requirements
REQUIREMENTS
An undergraduate degree in business, engineering, or supply chain management discipline is required
10-years in a purchasing position with a minimum of 5-years in an oil and gas related function is desired
Ability to effectively interact with people in a broad range of disciplines including positions ranging from senior management to field personnel
Must accept responsibility and be willing to be held accountable
Must be flexible and always looking for ways to improve department performance
Must have strong communications skills: oral, written, and presentation
