The Buyer II position exists to provide advanced purchasing support (other than print buying) for the entire ministry by performing diversified tasks, utilizing a comprehensive knowledge of approved purchasing policies, procedures and inventory control. Demonstrated and solid experience is a must.

Essential Duties/Responsibilities:

-Processes Purchase Requisitions and Capital Appropriation Requests (CARs) from various assigned internal ministry departments for merchandise, resources, and services, converts to Purchase Orders and places orders with approved vendors utilizing knowledge of standard buying procedures in accordance with Focus on the Family Purchasing Policy

-Processes requests for quotes, information, and proposals for products and services as requested

-Works with the Invoice Issues Report to resolve price discrepancies and receiving issues as necessary

-Sources, develops, and recommends suppliers for products and services based on vendor capabilities regarding price, availability, and delivery
schedule

-Reviews bid proposals in coordination with assigned ministry departments to ascertain the best vendor choice for products and/or services

-Coordinates with Focus Legal Affairs Department to write and/or develop supplier contracts in the best interest of Focus on the Family

-Conducts follow-up with suppliers regarding purchase specifications, shipping modes, delivery dates, identifying potential supply problems and takes corrective action as necessary

-Arranges with vendors/suppliers for replacement of defective items and/or return of over-shipped or miss-shipped goods

-Participates in Designated Agent training; assists with the resolution of various DA questions concerning J.D. Edwards/AS400 system, purchasing
policy issues, and other questions related to materials and conducts Designated Agent audits as assigned

-Establishes order quantity requirements by performing trend analysis of past or similar items

-Places purchase orders with approved suppliers utilizing standard buying procedures in accordance with the Focus on the Family Purchasing Policy

-Reviews bid proposals, coordinates internal and external agreement, negotiates terms and conditions with suppliers for lowest possible cost and
earliest product availability

-Sources, develops, and maintains suppliers for ministry resources and products

-Monitors and adjusts reorder points as necessary to balance inventory with forecasted requirements and actual usage rates

-Maintains permanent requisition files for assigned commodity responsibilities

-Surveys inventory counts in J.D. Edwards and reconciles with A.F.S.

-Analyzes and resolves various issues regarding backorders, accounting, or receiving discrepancies

-Provides follow-up with vendors, regarding purchase specifications, delivery date, and potential problems; takes corrective action, as necessary

-Dispositions damaged or defective materials, obtains return authorization from supplier, and coordinates the return shipment of product as necessary

-Maintains purchase order/contract file and upgrades knowledge of necessary software utilized as required

-3-5 years general business experience, including a minimum of 4 years experience in a purchasing department resulting in a wide range of
assignments
-Knowledge of production/purchasing cycles
-Strong knowledge of business law
-C.P.M. and /or CPIM Certifications preferred

Stewardship Requirements:

-Operate within Agency limits, per Purchasing policy


Internal candidates will be given first consideration for this position.

The starting salary for this position is $3,140 per month.
