Proposal Administrator

Basic Functions and Responsibilities: **exempt**MAY BE LOCATED IN SAN ANTONIO OR SAN BERNARDINOThis position is responsible for coordinating the compilation of competitive proposals. Will read and analyze Request for Proposals (RFP) in order to establish a development plan for each proposal. Responsible for facilitating a process to ensure proposal requirements and timelines are met, and that only high quality, compliant, error-free proposals are produced. The position requires the ability to communicate clearly and concisely with management, interdepartmental team and external vendors/partners/companies with regard to all proposal issues. Additional responsibilities include:Prepare proposal schedule for completion.Prepare proposal outline.Establish and maintain an RFP distribution list.Establish a procedure for identifying key departments requiring proposal input.Develop plan for ensuring that all required materials for proposal compilation are available Identify and communicate to management any non-compliance, inadequate capacity, delays, or deadline threatening issues.Create strategies and contingency plans during all phases of the proposal process.Work closely with the Director and other appropriate staff to develop "win themes" and other winning strategies.Schedule appropriate meetings, prepare agendas, ensure that appropriate personnel are invited.Attend appropriate meetings, travel as necessary.Technical/Professional/Functional Competencies:
Excellent written and oral communication skills.Ability to effectively and professionally interface with members of all departments and external vendors to achieve positive results.Ability to coordinate multiple assignments or proposals simultaneously within restricted timelines High degree of initiative requiring minimal supervision.Excellent skills in the Windows environment, including but not limited to the Microsoft Office (Word, Excel, Access and PowerPoint) programs. REQUIREMENTS
Education: Bachelors degree in English, Communication, Management, Journalism, or similar discipline.A PMI (Project Management Institute) certification for Project Management is acceptable in lieu of Bachelors degree.Experience: At least one year experience in proposal development, Request for Proposals preparation, or similar competitive bid documentation preparation.Experience in the educational testing field is preferred.
