Power Plant Operator
Purpose: SUMMARY: Qualified through the Power Plant Technician Training Program to perform both field and control room operations. When working in control room, operates all equipment controlled from control room and directs operations of outside operators. When working in the field, operates all installed equipment, including the turbo generators, cooling tower, heat recovery units, carver greenfield unit, water treatment and auxiliary equipment such as air compressors, motors, and pumps to provide utilities including power and steam for industrial processes by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
When Operating the Control Room:
-Controls the production rates of electrical power and steam by correct operation of all remotely controlled plant equipment, including two gas turbine-generators, two heat recovery units, one steam turbine-generator, water treatment system, and cooling water system.
-Utilizes all tools and system available to optimize the overall plant operation.
-Controls the production rates of dried powder in the carver greenfield unit.
-Operates computerized gas turbine controls, mark III steam turbine controls, the distributive control system, and all auxiliary controls.
-Supervises operation of demineralizer system using the distributive control system.
-Observes pressure, temperature, level, flow, var, voltage, power, amp, and other meters on control panels and computer systems to verify specified operation of automatic control systems, including feed water regulators, drum levels, steam pressures, temperatures, flows, electrical systems, and auxiliary equipment.
-Takes manual control of control systems as necessary to ensure safe and efficient operation.
-Observes heat recovery unit boilers and auxiliary units to detect malfunctions and take corrective action.
-Reviews tests and directs treatment of cooling water system and boiler feed water.
-Maintains log of meter and gauge readings and records data such as water test results and quantity of fuel consumed.
-Reports any environmental out-of-compliance conditions such as spills to the Lead Operator on shift.
-Observes and practices all published safety and security rules.
-Responsible for housekeeping in the control room areas.
-As directed, assumes field operating duties and responsibilities.
-Directs activities of technicians working in the field under supervision of the Lead Operator on shift.
When Assigned in the Field:
-Reads meters and gauges or automatic recording devices at specified intervals to verify operating conditions.
-Records data such as temperature of equipment, hours of operation, fuel consumed, temperature or pressure, water levels, flows and electrical meters.
-As directed, adjusts manual controls or overrides automatic controls to bring equipment into recommended or prescribed operating ranges, switch to backup equipment or systems, or to shut down equipment.
-Visually inspects equipment at periodic intervals to detect malfunctions or need for repair, adjustment or lubrication.
-Maintains equipment by performing preventative maintenance tasks as assigned.
-Oils and lubricates equipment.
-Takes samples and performs water tests and carver greenfield unit tests. Handles addition of chemical additives and adjusts chemical injection pumps and devices.
-Report any environmental out-of-compliance conditions such as spills to the Lead Operator on shift.
-Assist with startup and shutdown of equipment and systems as required.
-Remove equipment from service and isolate for maintenance.
-Observe and practice all published safety and security rules.
-Perform hazardous waste operations including proper storage and movement of waste oil and other materials following the Plant Hazardous Waste Contingency Plan.
-Assure that the facility maintains good housekeeping appearances and practices.
-As directed by Management, assume Control Room operating responsibilities.
-Records operation and maintenance actions taken during shift in the operators logbook.
-Performs other duties as may be assigned by Management.
QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
High school diploma or equivalent, and three years of industrial experience. Must complete the Power Plant Technician Training Program.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees or organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

While performing the duties of this job, the employee regularly works near moving mechanical parts and is regularly exposed to risk of electrical shock. The employee frequently works in outside weather conditions and is frequently exposed to toxic or caustic chemicals. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, extreme heat, extreme cold and vibration.
The noise level in the work environment is usually loud.
