House Manager Responsibilities
Overall Description: This is a front line position with accountability to the Assistant Program Director. The House Manager assists in insuring that the care of the residents and operation of the facility is of the highest quality and in compliance with all regulatory standards. The House Manager provides assistance and support to residential counselors/case managers while on shift and when on-call. S/he does weekly staff scheduling, calling in staff when necessary in a cost-effective manner. S/he assists residential counselors with crises. S/he insures that shift assignments and appropriate documentation are complete. S/he provides input to management for program improvement in all areas of programmatic operation and assists in insuring program compliance with regulatory standards. The House Manager is responsible for overseeing the medication system on a day-to-day basis: insuring required documentation is present and accurate, bringing problems to the attention of the Assistant Program Director. S/he works in close coordination with the Assistant Program Director and Program Director in insuring that all team members follow through on resident plans. Coordinates with providers to insure quality care. Provides a role model to the staff in teamwork and in the principles of human dignity and respect. Provides rehabilitative work with residents. Provides appropriate orientation for new employees and continuously assesses staff needs for training. Provides input for staff education activities. Provides support and call coverage when assigned. Completes in a timely and accurate manner all documentation. Supports implementation of individual service plans. Provides crisis management. Attendance at or self-study of in-service training programs is required.
Follow through on Resident Care
The House Manager may also have designated coverage for case management responsibilities for assigned residents in the Residential Living Center program.
Case Management responsibilities include: supportive one-to-one contacts, action to achieve progress on goals in all areas of the residents functioning: clinical, medical/dental, social, vocational, financial/budgeting, medication compliance, residential, leisure, ADLs and discharge planning. Documentation in the resident chart is required on a timely basis. As part of resident care the Hose Manager will be responsible for ongoing communication with residents’ Case Worker, family and treatment providers.

Specific House Manager Job Responsibilities:
Element #1 Provides support, assistance and orientation to staff
1) Assists and supervises residential counselors on shift to carry out shift assignments
2) Orients new employees to facility
3)Insures that proper documentation by staff during shift is complete
4) Participates in the development of staff education and training events
5) Acts as a role model for other staff in teamwork

8) Insures that groups/activities and individualized tasks occur that promote resident progress
9) Assists staff in responsibly responding to emergency situations according to policy & procedure
10) Schedules staffing, getting coverage when staff call out
11) Monitors staff follow-through on shift assignments
12) Insures that shift runs smoothly
13) Acts as role model of rehabilitative work with residents
Element # 2 Supervises medication monitoring according to policy and procedure and regulatory standards
1) Monitors medication compliance of residents during shift
2) Prints all medication Cardexes at the end of the month for following month ensuring accuracy
3) Reviews staff documentation on cardexes of all medication supervision
4) Completes medication inventory/order form and faxes to pharmacy
5) Records new medications and orders meds as necessary as received during shift hours
6) Processes MD med changes and doctor orders
7) When on shift reviews med incidents, insures completion of incident report
7) Maintains Resident Emergency Files up-to-date
8) Models appropriate psycho-educational and supportive approach for staff in medication monitoring
9) Participates in continuous quality improvement activities in the area of medication monitoring
Element #3 Oversees resident programming
1) During shift, insures that all resident related activities occur and are followed through
2) Attends team meetings, promoting team functioning
3) Assists with implementation of resident service plans
4) Insures completion of resident chores providing feedback to residents and staff
5) Coordinates with providers as needed
6) Leads formal and informal community meetings
7) Models appropriate, respectful interactions with residents
8) Assists residents on a daily basis
9) Manages crisis situations with residents and provides on-call consultation for emergency situations
10) Manages menus, insuring meals are healthy, nutritional, meeting requests of residents
11) Insures Vision Meetings occur as scheduled
12) Reads log upon coming on shift and routinely documents significant information that occurs during shift
Element #4 Assists with Admissions
1) In absence of supervisor, will respond to requests for program information
2) Provides tours of facility
3) Orients new residents to the facility, reviews house rules, starts resident chart
3) Always represents the organization positively
Element #5 Assists with Operation of Residence
1) Insures that state and city regulations are being followed when on shift
2) Identifies maintenance and repair projects for the facility, insures repairs are done
3) Creatively problem solves household expense demands/tasks
4) Maintains required monitoring of: meat temps, water temps, hood cleaning and inspection, etc.
5) Orders food and manages grocery purchases within budget
6) Maintains emergency food supply and required menu; restocks every three months
7) Does inventories and orders supplies
8) Insures storage of food and supplies is in accordance with regulations
Element #6 Insures safe environment to residents and staff
1) Provides leadership and follows policy and procedure in insuring the safety of the environment
2) Schedules fire drills, ensuring that they happen and are logged;review results, providing feedback
3) Completes incident reports when necessary,contacts family and psychiatrist
4) Monthly, inspects and documents first aid supplies and protective equipment and orders necessary supplies
5) Ensures compliance with food handling, preparation and storage guidelines, and required documentation
6) Provides on-call administrative back-up for emergency/crisis situations
Element # 7 Functions as part of team
1) Provides leadership and models teamwork to accomplish smooth shift operation, and promote resident progress
2) Actively participates in programmatic problem solving and improvement
3) Models approaches with residents consistent with that established in resident plans
4) Demonstrates receptiveness to other staff ideas and approaches
5) Communicates regularly key information to supervisors
6) Reads staff and resident logs daily at start of shift and logs appropriately
6) Exemplifies good judgment and coordinates with other shift staff in handling crises
7) Is punctual, gives sufficient notice when out and arranges appropriate coverage on timely basis
8) Is creative and takes initiative and seeks approval around ideas/projects
9) Performs other duties as assigned, and provides coverage for other positions
10) Meets with supervisor regularly, utilizing supervision time to improve efficiency
11) Reports critical information of resident/program functioning to supervisors

Element #9 Maintains facility
1) Insures cleanliness of facility - common areas, bathrooms, and resident rooms
2) Insures staff maintenance functions occur during shift
3) Insures compliance of facility and operation in compliance with building, safety codes, fire marshal, City of New Haven Health Department and the CT Department of Public Health requirements
4) Maintains resident rooms - furniture requirement, and cleanliness
Specific Case Manager Job Responsibilities:
Element #1 Assesses resident needs
1) At admission assesses, with resident's input, case management needs
2) Completes psychosocial history
Element # 2 Implements service plans
1) Reassesses case management needs with resident at designated time frames
2) Becomes knowledgeable of all Resident plans.
3) Together with assigned residents develops realistic, attainable goals
4) Works with residents and residential staff on accomplishment of service plan goals within specified time frames
5) Provides feedback and positive reinforcement to residents on goal attainment
6) Communicates with other staff regarding status of resident plans
7) Consistently follows approaches and plans established for residents
8) Follows through and follows up on timely basis with all case management activities
Element # 3 Provides linkage with other service providers
1) Makes referral to appropriate other services and providers
2) Maintains communication on ongoing basis with other providers
3) Attends planning meetings and Vision Meetings for the resident
Element # 4 Maintains appropriate documentation on timely basis
1) Completes initial psychosocial and admission materials as required
2) Documents service plan changes and updates monthly or more frequently based on resident status
3) Maintains case progress notes on weekly basis or as indicated by resident's change of status
Element # 5 Maintains professional development
1) Attends and participates in in-service training and seeks other appropriate training within budgetary limits
