POSITION SUMMARY:
The District Risk Officer functions as a member of the District leadership team, responsible for a variety of risk, compliance, administrative, and supervisory functions related to the District, Complex and associated offices. The District Risk Officer will be directly responsible for the management and supervision of the Complex Administrative Managers within the District. In conjunction with the District Manager, the District Risk Officer has accountability in the District for maintaining a compliant and risk-controlled culture through adherence of business ethics and practices and adherence to all relevant Federal, State and local laws and regulations. The District Risk Officer operates independently, keeps the District Manager and Division Risk Manager informed of significant matters, and must determine when escalation to the Division Manager and Division Risk Manager is appropriate. He or she must be able to make risk-based assessments on approval and policy exception requests. The District Risk Officer role is a non-revenue sharing position that has dual straight line reporting to the District Manager and Division Risk Manager.DUTIES:Surveillance and Supervision
•Oversees risk and compliance functions for the District
•Coordinates any inquiry or process that requires escalation from the District to the Division
•Management of the risk staff in conjunction with the Branch Managers within the District
•Focuses on business ethics and regulatory and compliance practices
•Ensures that approvals are handled appropriately within the DistrictRisk Management/Compliance/Legal
•Facilitates and develops methods to control risk within the District
•Communicates/implements various risk management policies and procedures•Facilitates communication of compliance regulations and policies
•Assists in the resolution of escalated customer complaints
•Liaises with the Law Division in handling pending litigation
•Monitors, supervises and establishes frequent visits to complex branches within the District
•Responsible for establishing proactive audit preparation practices, based on findings from previous audits
•Participates in audit meetings and provides support and direction. Responsible for ensuring all audit ‘corrective action plans’ are completed in a timely manner
•Primary accountability for training and awareness for Complex Administrative Managers•Responsible for ensuring district has defined business continuity strategy, fully documented and successfully tested
•Responsible for Information Security and Privacy controls program for the District•Works with Operational Risk to establish local processes and procedures for various initiatives including Risk Control Self Assessments (RCSAs) and Incident Reporting

SKILL AND EXPERIENCE:Education and/or Experience:
Bachelors degree or equivalent education and experience.

8 to 10 years industry experience (with 5 years minimum supervisory or risk management experience).Licenses and Registrations:

Active Series 7, 8 (or 9 and 10), 63, 65 (or 66) and 3 registrations.

Other licenses as requiredSkills

Knowledge of SEC, NYSE, NASD and Firm Compliance Policies and Procedures

Effective written and verbal communication skills

Strong attention to detail

Ability to interact with senior management team, Financial Advisors and corporate and field personnel as needed

Ability to proactively identify issues and develop and implement solutions, liaising with appropriate corporate partners

Ability to thoroughly investigate and problem solve

Ability to own an assignment from conception through completion

Ability to organize and prioritize work and meet deadlinesReports to
