Corporate Director, RFP Development & Implementation
Summary/Position Objectives:
Under general direction of the VP, Administration, this position directs all RFP organization and coordination functions for Schaller Anderson, Incorporated (SAI) and its affiliates. This position provides company-wide leadership and direction to cross-functional teams and consultants that are assigned to work on proposal development. The incumbent is required to coordinate efforts and provide oversight for all phases of RFP planning, response model development, valuation, writing, editing, production, quality control, production and shipment of proposals. The incumbent supervises a team dedicated to RFP development and support. The incumbent is required to negotiate with other SAI organizational entities to staff and support cross-functional teams. The incumbent will represent SAI at meetings with state elected and appointed officials for public procurements as well as with executives and management for commercial procurements. The objectives of this position are to: (1) increase the growth of SAI and its affiliates; (2) keep activities within budget; (3) manage multiple cross-functional teams; (4) ensure that cross-functional teams develop responsive proposals; (5) meet revenue/expense/margin goals and (6) ensure that proposals are delivered on-time and in accordance with SAI standards for quality, responsiveness and presentation. Exercise direct supervision over personnel assigned to the RFP Team.

Essential Functions:
Directs and oversees all proposal development efforts related to Medicaid, Commercial, Behavioral Health, Medicare SNP Applications in all markets.
Manages cross-functional teams of Subject-Matter-Experts (SME) with a wide range of experiences and expertise – cross-functional teams may represent all facets of SAI, to include physicians, nurses, technical non-licensed professionals, finance, actuarial, operations staff, IT, human resources and training personnel.
Manages all aspects of proposal development, including coordinating with financial and actuarial personnel and consultants on valuation of opportunity process.
Directs analysis of RFP or similar opportunities and determines the most effective and efficient model to meet the needs of the purchaser. Further responsible for ensuring that each cross-functional team adheres to the requirements and specifications of the RFP.
Ensures that proposals are designed and prepared to maximize point potential for competitive bid.
Manages all aspects of post mortems, using SAI’s Project Management standards, and follow through on corrective action plans to increase competitive standing of SAI and its affiliates.

REQUIREMENTS
Knowledge and Skills:
Candidate must have expertise and working knowledge of Medicaid, Medicare (specifically Medicare Advantage), Commercial Self-Funded Insurance and Behavioral Health insurance programs to include an understanding of managed care principles. Candidate must be proficient at proposal development techniques and requirements. Candidate must have excellent leadership skills. Candidate must have effective and strategic analytical skills. Candidate must be well organized and detailed oriented. Candidate must have excellent oral and written skills. Candidate must be able to handle multiple priorities, define problems, and create solutions in a timely manner; develop and maintain effective work relationships with all levels of staff, vendors, other agencies, and the general public; communicate effectively at all organizational levels and requiring instructing, persuading, negotiating, consulting, and advising is required.
Education and Work Experience:
A minimum of a Bachelor degree in health administration, public health, management, sales or a closely related field is preferred, although an equivalent combination of formal education and recent and related experience may substitute for a degree. Incumbent must have at least five (5) years of health care management experience, with at least four (4) of those years including proposal development to RFPs, RFIs, and RFQs. Incumbent must also have at least three (3) years of progressive experience in supervising large and small teams of diverse SMEs. A minimum of five (5) years working knowledge of, and experience with or in, federal and state health care programs (Medicaid, Medicare, Medicare Advantage, CHAMPUS) and managed care is preferred. Experience in an HMO environment is also preferred. Incumbent must have writing, editing and proposal development experience.
