The City of Avondale (pop. 69,000), one of the fastest growing cities in the Phoenix metropolitan area, is seeking a professional with strong research, analytical, organizational and communication skills to serve as a Community Development Block Grant (CDBG) Program Manager. This position will manage and administer the CDBG and HOME Programs and funding allocation that are used to implement the Consolidated and Annual Plan for the City of Avondale. The position will provide leadership and support toward the achievement of the City of Avondale's community development and affordable housing priorities. The successful incumbent will also perform administrative and technical planning and administrative work implementing the City's CDBG and HOME Programs in accordance with federal, state and county regulations.


Qualifications: A Bachelor's degree with course work emphasis in accounting, public administration, or business, and knowledge of Block Grant and HOME regulations and the use of the IDIS system. Masters preferred. Must possess over four years of experience administering CDBG and HOME grants or related funding programs on behalf of an entitlement grantee, and also experience in writing the Annual Plan and HUD monitoring reports. Experience in developing and implementing community development and affordable housing initiatives using CDBG and HOME funding is preferred.
