Director Trade Compliance
SUMMARY:
The position of Director, Trade Compliance is the Empowered Official for the C3 SBU and is responsible for the management and implementation of effective export and import compliance programs at all SBU locations. As an Empowered Official under the International Traffic in Arms Regulations (ITAR), this position has special legal authority as defined in 22 CFR 120.25. Responsible for providing international trade compliance direction and guidance to C3 Systems personnel involved in international business activities. The position will support training initiatives on the full spectrum of export/import compliance issues. Additionally, the Director of Trade Compliance will assist in maintaining and updating the trade compliance policy and operational procedures by staying current with US Government (USG) regulatory changes or internal corporate organizational or procedural changes that pertain to export/import compliance.
RESPONSIBILITIES:
•Leads the development of licensing strategies for major international programs and drives trade compliance policy and operational procedures.
•Prepares complex, multi-party licenses and agreements Department of State export and import licenses and Agreements to support DRS C3 Systems programs.
•Ensures export licenses or other applications for export approval are professionally prepared, accurate and properly coordinated within the SBU, Group and Corporate Trade Compliance Office
•Maintain current awareness and mastery of federal regulatory requirements in the areas of U.S. export and import compliance and documentation, including the U.S. Customs regulations, the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control Regulations (OFAC), and the Foreign Trade Statistics Regulations (FTSR), etc.
•Export license determination, administration, and licensing under the EAR, ITAR, OFAC, FTSR, and US Customs Regulations.
•Recognizes organizational issues and stakeholders impacting and affected by Compliance operations, and the need to inform management of current events and trends. Involves substantial interaction with DRS Program Managers and Contracts Managers.
•Manages timely completion and submission of ITAR and Commerce export license applications and administration of licenses. Provide metrics to DRS C3 management.
•Manages direct customer interaction on trade compliance issues to ensure timely, accurate filing of export and import compliance documents and applications. Recognizes the need to involve and inform organizational departments impacted by Compliance processes and events. Identify potential issues and implement corrective actions on a proactive basis.
•Supervises and provide development opportunities to the trade compliance staff.
•Keeps abreast of changes in government trade regulations, world trade initiatives and other trade legislation to ensure TFS procedures remain current.
•Audits programs for export compliance.
REQUIREMENTS
•BA degree in International Business, Contract Management, Business Law (or equivalent experience) and 10 years experience in export/import licensing, specializing in State Department licenses, Technical Assistance Agreements, and Manufacturing License Agreements.
•Demonstrated ability to make independent judgments regarding the interpretation and application of US Export Regulations.
•Advanced computer skills including MS office. Highly effective interpersonal and organizational skills are required.
•Team player, ability to work independently while meeting deadlines, manages a high volume of work.
•Expert knowledge of the ITAR, EAR, OFAC, FTSR, US Customs regulations and practices. Strong knowledge of US Customs Regulations and US Export Administration Regulations.
•Strong desire to manage and strategically integrate regulatory requirements into business processes to maximize outcomes. Able to proactively teach the law, not merely impose it. Able to diplomatically manage diverse, divergent needs of various disciplines with competing priorities and limited capacity.
•Experience setting up international trade compliance programs dealing with government officials and regulations worldwide (including US Customs, US Dept of Commerce, US Dept of State, US Dept of Treasury and their counterparts in other countries) is required.
•Excellent communication and problem solving skills with strong ability to successfully multitask in a time pressured environment.
•The ability to work with people at all levels of the organization.
•Strong project management experience and negotiation skills.
•US Citizenship is required with the ability to obtain a secret security clearance is required.
•Ability to travel.
