Perot Systems Corporation is a worldwide provider of information technology services and business solutions to a broad range of clients. We are currently looking for a Resource Manager to join our team in Phoenix, AZ.Job Responsibilities:
This is an account-level position within the Program Management Office (PMO) that requires direct interaction with client executive sponsors and senior account leaders, Project Managers, Business Analysts, Functional Team Leads, and Project Management Office staff.The Resource Manager ensures that projects are staffed with the right set of resources and that resources have the skills required for the successful completion of tasks. The candidate will lead the effort to configure the tools, and promote the business rules supporting a centralized Resource Management System (RMS) for the assignment of human resources to IT Projects. The Resource Manager will define and maintain the Resource Management System to include process, tools and reporting.The Resource Portfolio Manager will be responsible for timely, clear reports on Resource Supply, Demand, and Utilization analysis to minimize over- and under-utilization, identifying the need to hire or shift resources across projects to meet delivery schedules. This will require facilitating customer and project staff communications and negotiations with regard to resource assignment and allocation. Effective negotiation and influencing skills required.Other Duties and Responsibilities Include:

Lead Business Requirement development for the Resource Management process and tool.

Develop, establish and maintain optimized Resource Management process and related tool setup.

Deliver timely, clear reports on Resource Supply, Demand, and Utilization analysis to PMO, Account, and Client leadership. Track resource allocation and resource usage to minimize over- and underutilization. Develops and performs presentations for the customer and project team.

Identify the need to hire or shift resources across projects by monitoring forecasted workload (?Supply? versus ?Demand?). Work with Recruitment and Staffing as necessary.

Facilitate customer and project staff communications and negotiations with regard to resource assignment and allocation processes and outcomes.

Lead and facilitate training and communication meetings and workshops on Resource Management as required.

Develop and perform presentations for the customer and project team.

Monitor progress and quality of resource management process implementation and execution, ensuring that processes are sound. Provides input to the resolution of issues as required.Required Skills:

Should have 5-9 years of progressive directly related experience in application of Project Management, or combination of education and experience.

Knowledge of Resource Management processes, tools, reporting and problem solving.

Demonstrated experience in developing resource management processes and/ or project management processes.

Proven experience with applicable tools, such as MS Project Server, Excel.

Analytical skill.

Expert ability to create and maintain fully resourced Microsoft project schedules.Desired Skills:

Web based content development for reporting and analysis presentation.

Practical experience with resource allocation for project delivery in IT.

Experience and training requisite of a formal, documented Project Management environment (PMM, PMI, PRINCE II, etc.) and methodology or understanding of PMBOK methodologies and practices.

Project Management in a healthcare IT environment is a plus.

Demonstrated history of participating in teams dedicated to quick turn analysis including data presentations to technical and executive audiences.

Expertise in developing reports for management and executive decision making.

Knowledge of Resource Management tools. Experience using Resource Management or Portfolio Management tools.

Effective negotiation and influencing skills in a technical and client facing environment.

Experience using Microsoft Enterprise Project Server is a plus.Minimum Educational Requirements:

A Bachelor of Arts degree or equivalentMinimum Certifications or Other Professional Credentials:

Project Management Professional (PMP) Certification from the Project Management Institute (PMI)
