Manager, Cost Management and Analysis
Position is responsible for overseeing and managing all facets of the Cost Management & Analysis Unit (CMA). Emphasis is on conducting research and analysis of complex, union and non-union, health & welfare invoices from vendors and resolving discrepancies. Manage an annual cost flow of approximately $620 million. Through cost trend analysis, identify savings opportunities and efficiencies. Provide leadership directive to staff to ensure consistent, accurate, and timely process
results. Establish and maintain positive/effective working relationship with staff and both internal and external partners to focus on achieving objectives of CMA. Candidate must have proven leadership, interpersonal, organizational, planning, oral and written skills and be able to work in a fast-paced,
results-driven environment. Provide recommendations for enhanced workflows. Create reports that capture and track costs to enable staff to process all necessary charge-backs. Oversee coordination of billing processes, reconciliations, and preparations of summary reports for management. Conduct analysis on discrepancies and execute appropriate adjustments. Support creation and maintenance of Master Cost Report. Develop standardized written procedures to ensure consistent review, preparation, and payment of invoices. Manage work flow and assignments to staff. Conduct periodic audits verifying compliance with eligibility standards against claim dollar requests from vendor recommendations. Create management actions plans (MAPS). Responsible for updating rate changes for all benefit plans. Carry out special and/or ad-hoc projects and assignments as requested.
REQUIREMENTS
A bachelor's degree in Accounting, Finance, Human Resources, Benefits or a related field and five years experience with two years in a managerial/supervisory capacity. A satisfactory combination of experience and education will be considered.
DESIRED SKILLS:
MBA, a plus.
PeopleSoft database knowledge.
Technical competencies in Excel, Access, or like programs
Cost Containment in a union environment
