DCYF Human Resources Manager

This position manages the day-to-day operation of the Division of Children, Youth and Families (DCYF) Human Resource (HR) Office which functions as a satellite branch of the Office of Personnel Management (OPM; manages a staff of DCYF Division and OPM employees responsible for the full-range of HR activities including employee relations, staffing, Human Resource Information System (HRIS) input, and benefits; oversees and provides Division supervisors and managers with technical assistance regarding all HR activities; oversees and manages the DCYF satellite Staffing Unit which utilizes Hiring Gateway to issue hire lists and includes recruitment and selection, the Employee Relations (ER) Unit which provides advice and counsel to agency management and employees in matters of employee performance, progressive discipline, employee rights, problem resolution and grievance processes, and the Operational Activities Unit including HRIS/FMCS (Financial Management Control System) and CHILDS input and Benefits; oversees and manages for the division the CPS Central Registry and the Background (fingerprint) Check Clearance Card policies; ensures compliance with federal and state statutes as they relate to the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO), and Worker's Compensation; works, through the OPM ER Unit, with the Attorney General's Office and Risk Management on more complex employee issues; assists division management by analyzing data and preparing written reports on issues such as turnover, leave usage, tracking of employees FMLA, tracking employee relations actions and any other information that would be of value to management; indicates trends and develops strategies to address problem areas; updates existing division policies and develops new personnel related policies needed by the agency; conducts monthly meetings with the division district personnel liaisons.
This position reports to and works very closely with the DES OPM Human Resources Manager IV and the DCYF Assistant Deputy Director on complex issues of a confidential and sensitive nature. Many cases in DCYF are very sensitive or have the capacity to become public and it is extremely important this position maintains confidentiality and keeps the DCYF Assistant Deputy Director and OPM HR Manager apprised of these issues as they arise.

REQUIREMENTS
KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE of: employment law; federal laws such as FLSA, ADA, and FMLA; state laws such as Worker's Compensation, A.R.S. 41-770 and Unemployment Insurance; state personnel rules, agency and division policies and procedures; Hiring Gateway system; employee benefits; HRIS/FMCS systems; hiring process and procedures; classification and compensation policies and procedures. SKILL in: oral and written communication; initiating and maintaining interpersonal relations with subordinates, managements, other agencies and the private sector; analyzing and evaluating a wide variety of technical and administrative data, especially in the area of recruitment; setting goals/objectives and priorities; problem solving; supervising/leading and managing a team; organization and planning; time management; training; computer operations. ABILITY to: delegate; plan, analyze, and coordinate activities and establish priorities; develop effective operating procedures.
Position is not covered by the Arizona State Merit System.
