Job Description:

This position is responsible for managing the staff and other resources required to complete GUI application development projects in a timely and cost-effective manner, and meet the stated business requirements. Develop and establish department standards and procedures. Consult with users, determine requirements and recommend database/middle tier interfaces and utilization.



Responsibilities:
Make solution recommendations to business leaders.
Provide cost estimates for system enhancements.
Participate in Human Resources activities such as interviewing, performance management, etc.
May function as high-level interface with business segments relative to project status.
Manage one or more key projects, with accountability to develop project queues.
Involved in the definition, management and implementation of Cobol/Visual Basic/.NET development projects, including access, methods, validation checks, organization, security and documentation.
Monitor and evaluate project progress and results to determine improvements in procedures required to meet objectives.
Implement project management strategies.
Provide trend analysis/review of projects, outputs/solutions.
Ensure project objectives are set and roles of team members are clear.
Make recommendations to teams to assist them with overcoming project issues/barriers.
Ensure multiple projects come in on time, within budget.
Manage delegation.
Manage offshore development staff.

Job Requirements:

Requirements:
BS degree in computer or business related field or equivalent experience.
8+ years of demonstrated, relevant experience in applications systems analysis and/or programming and/or experience as technical or business manager of complex projects.
In-depth knowledge of database technologies and tools and strong database implementation skills and tuning experience.
Project management skills.
Strong leadership and judgment, strong business acumen.
Handles complex situations, conflicts, issues effectively.
Must be able to analyze data, spot trends and overcome barriers to effective project management.
Must be able to effectively maintain/build relationships across business groups.
Flexibility/change management skills.
Effective leadership skills.
Excellent problem analysis skills.
Experience in managing VB/.NET application development.
Experience with offshore development.
