WASTEWATER DIVISION SUPERVISOR
SALARY: $3794 - $4820/month

OVERALL JOB OBJECTIVE:
Under general direction of the Water Resources Manager, the Wastewater Division Supervisor plans, directs, and coordinates the overall activities for the operation, maintenance and repair of the CityÕs wastewater collection and treatment system. Perform other work as required. May require weekend/evening hours.
TYPICAL ASSIGNMENTS/DUTIES:
Supervises the operations and maintenance of the wastewater collection system and treatment plant. Plans, organizes, coordinates, supports and directs the operation, maintenance, source control and wastewater related laboratory services of the Division. Develops, reviews, approves and implements work plans, services, policies, procedures and reports. Establishes performance standards and evaluates performance and program effectiveness to ensure compliance with federal and state regulations and guidelines. Prepares requests for proposals and authorizes payments to contractors, vendors and consultants. Directs daily activity of Wastewater Division staff and performs a variety of support tasks. Assigns, schedules and reviews work of Division staff; Encourages opportunities for developmental training and performance coaching to employees. Monitors and recommends changes to Division budget. Exhibits leadership to Division staff, work teams and fellow employees; Serves as a role model for accomplishing Citys visions and goals.
REQUIREMENTS
EMPLOYMENT STANDARDS:
- Advanced knowledge of safety practices and procedures related to wastewater collection and treatment including but not limited to confined space entry, excavation safety and proper handling of hazardous materials.
- Knowledge of principles and techniques of management and supervision including: staffing, employee development, creative problem solving, team building, motivation and planning and organizing work.
- Knowledge of practices and principles required to manage the construction, operation, maintenance and repair of wastewater collection systems and wastewater treatment plants.
- Expert knowledge of the laws, regulations and codes governing the construction, operation, maintenance and repair of wastewater collection systems and treatment plants including US Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES) standards, California Porter-Cologne Water Quality Control Act and Department of Health Services recycled water regulations.
- Ability to communicate effectively orally and in writing in English.
- Ability to establish and maintain cooperative and productive relations with staff, contractors and the public. Ability to maintain a high standard of customer service. Familiarity with principles and practices of training and supervision. Ability to provide leadership and delegate tasks and to effectively represent the Division and the City.
- Knowledge of business correspondence, computer applications (Microsoft Word, Publisher, Excel, and Outlook), and records management; and basic organization of public agencies and applicable laws, rules and procedures. Skill in using SCADA software, desirable.
- Ability to prioritize, organize, coordinate, and follow up on projects within timelines; use initiative and independent judgment within established guidelines.
- Ability to work under minimal supervision and to attend various conferences, workshops and meetings as needed.
EDUCATION & EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills and abilities. A typical background would be equivalent to graduation from high school and at least four years of skilled experience in operation and maintenance of a wastewater collection system and treatment plant. Experience dealing with the public, working in a public agency setting is desirable.
Special Requirements:
Possession of a valid Class C California Drivers License, and a satisfactory driving record is required. Possession of a valid Class B California Drivers License is desirable. Possession of a Grade IV Wastewater Operators Certificate issued by the State Water Resources Control Board or the ability to obtain.
Other requirements: Attendance at weekend or evening special events, activities, meetings, workshops, and/or conferences may be required.
