Senior Federal Contracts Analyst

This position is responsible to act as the primary CA internal point of ownership for product sale and professional services proposals and contracts for approval and review process for Sales and the CA Technology Services organization. The position will support government contract activities including request for proposal analysis/bid strategy, assistance with preparation of cost proposals, development of appropriate terms and conditions, negotiation of business terms related to GSA, sole source and competitive procurements. This position will also manage contracts and negotiate and administer subcontracts as assigned to including contract modifications, delivery/task orders, statements of work, etc., reviewing proposals and contracts for completeness, accuracy and conformity to CA standards. Work closely with Sales and Services Accounting to ensure book-ability of signed contracts. Provide reporting and analytical support to Sales and CA Technology Services management. May supervise or train Contract Analyst.
This position will serve as a primary focal point for proposal and contract approval review process, assist Sales and CA TS with identification of appropriate forms and paperwork to use and drafting of contracts and proposals, provide solutions to proposal and contract challenges, serve as contact point and owner of relationship with contracting officers in assigned area and participate or lead in client negotiations as necessary.
The successful candidate will have experience in federal government contracting with 8(a) sole source, IDIQ/GWACs, and GSA IT-70 schedules. Experience with FFP, T&M and LOE types of contracts, subcontracts, task orders and delivery orders. Experience with the interpretation and application of current Federal Government contracts and procurement regulations. Ability to work in a fast paced, demanding environment with short response times. Ability to handle multiple activities, contracts and customers simultaneously. Good mathematical, analytical, strategic, negotiating, and reasoning skills. Ability to operate independently and communicate effectively, both internally with technical staff, peers, and management as well as external customers. Attention to detail. Strong skill set in the following areas: customer service, relationship building, written and oral communication, attention to detail, process execution, and change management. Ability to interact with all levels within an organization and to manage multiple priorities. Ability to work extended hours and travel as required. . Ability to read and interpret contract language, including identifying risk/exposure points for CA. Solid knowledge of software industry and software services-related statements of work and professional services agreements.
A Bachelor's Degree in Finance or a business related area is preferred. Typically requires 5 or more year's working with direct sales and professional services teams involved with federal contracting in reviewing, analyzing, pricing, and providing feedback and revisions on sales and services related contracts & proposals Experience generating financial reports, analysis, and metrics. Business travel of approximately 25 percent yearly is expected for this position.It's an exciting time at CA.
