POSITION SUMMARY:
This position assists the Program Manager in the administration of the Juvenile Treatment Services Fund with contract administration, program development and evaluation. The work involves developing and processing treatment provider contracts, conducting statement service needs assessments, providing technical assistance to contractor providers and juvenile court personnel, coordinating annual contract renewals, classifying services and programs for evaluation, and developing and conducting RFPs. Additional responsibilities include writing service and performance measures, evaluating provider proposals, negotiating contract rates and preparing contracts, monitoring providers for compliance with contract terms, and serving as a liaison to state, regions and local agencies on special projects, committees, and panels.

REQUIREMENTS
MINIMUM REQUIREMENTS:
The successful candidate holds a Bachelor's degree in Human Services or a related field and has three years experience working in a juvenile justice system, behavioral health care delivery system or other youth-related agency. Other required skills include knowledge of behavioral health and juvenile justice programs including federal and state statutes and policies, the ability to articulate and effectively communicate, orally and verbally, with all levels of staff and management, as well as outside agencies; the ability to plan and organize multiple tasks with minimal supervision; knowledge of program evaluation methods; the ability to manage details and global issues, experience in contract and program administration; the ability to handle multiple tasks and projects, complex issues, and situations that may involve significant stress, knowledge of effective treatment and prevention services for youth, and the ability to work effectively with DES, DJC, DHS, ADE, RBHA and provider community. An advanced degree is preferred. Statewide travel is required approximately 25% of the time.
