Titan Req. No.: OPS-F06-038Capture ManagerAs capture manager, the individual will lead the development of win strategies, conduct gate reviews and develop the resulting capture plan.
Serve as the Technical & Management Services (TMS) Division Capture Manager. The individual will have primary responsibility for key phases of the capture process.This includes cultivating key client relationships and maintaining a thorough knowledge of assigned client organizations and decision-making process, determining key issues, key issues, biases and preferences, and presenting L-3 Titan capabilities with respect to meeting these needs.RESPONSIBILITIES AND DUTIES:
Manage assigned opportunities for TMS
Determine client requirements, needs, success factors and issues (site visits, RFI responses, white papers, media, tradeshows, technical symposia, etc.)
Continue the qualification of assigned opportunities
Conduct competitive and price to win assessments
Develop teaming strategies.
Identify and qualify teammates.
Negotiate teaming agreement Statements of Work (SOW).
Develop, coordinate, execute, and document agency and opportunity-specific call plans related to assigned pursuits.
Take a leadership role in assigned opportunities.
Ensure that the Titan message is delivered to the targeted client community in legal and ethical ways.The individual will be responsible for qualifying new and follow-on business opportunities to ensure that they meet TMS business objectives.Additionally, he/she will verify that these opportunities have a high probability of continuing as biddable procurements, and are likely to survive the budgetary and procurement authority approval process. He/She will also be responsible for ensuring accurate and timely documentation of opportunity-specific information in the Win Award system.As capture manager, the individual will lead the development of win strategies, conduct gate reviews and develop the resulting capture plan.
Is the team leader and architect of the capture plan.
Works first with the business development lead to further qualify the bid, build teaming relationships, and position Titan to win.
Develops the overall win strategy, solution framework, value propositions, and story lines.
Is the focal point for ensuring customer-centric, thorough, timely, and productive proposal reviews.
Is the source for resolution of resource, scheduling, and production issues.
Acts as leader/partner with assigned business development, proposal management, and proposal support personnel.MINIMUM QUALIFICATIONS:The successful candidate must have well-rounded government and business experience, including the following: Management, client, or subject matter experience in major TMS mission support service areas. A verifiable win record leading the capture of business opportunities valued at $50-400 million. A track record for outstanding customer service/satisfaction and the ability to interact with clients and corporate stakeholders at all levels. Effective team builder and team player, especially in a matrix environment. Ability to foster collaboration across organizational boundaries including other business units and corporate staff organizations (business development, operations, human resources, contracts, and finance). Demonstrated commitment to business development process improvement including business development, capture management, proposal development, and metrics and measures of effectiveness. Exceptional communication skills: written, oral, and listening, to include effective communication in a one-on-one or group setting. Professional presence; confident, well spoken, articulate, and organized. An ability to interact, communicates effectively, and understands technical and business requirements and solutions both inside and outside the company.This position requires a BA/BS degree with at least 10 years experience in working with Federal Agencies. Must have working knowledge of federal and local government organizations and key stakeholders. This position requires an individual who is outgoing and possesses the ability to effectively assess client visions, issues, hot buttons, preferences, and political sensitivities.PREFERRED QUALIFICATIONS: A graduate degree and proven record of successful business achievements is highly desirable.
Experience with DoD services SETA, and mission solutions support is highly desirable.
Experience with capture management and/or proposal management is also desirable.
Extensive personal contacts within the client community.
