JOB SUMMARY:
As a subject matter expert, the Senior Business Analyst will develop and implement strategic business solutions through research, audit and analysis of data and/or business processes. Responsible to conduct national business systems teams, identify and document business requirements, business process developments, business project planning and execution. This position will design, develop, test, analyze, implement, and manage computer systems and reports to support Health Plan Operations and external department customers. The incumbent will recognize reporting and systems needs, as well as identify and trend frequency problems, and subsequently recommend appropriate follow-up initiatives. The position will also make recommendations to management to improve claims performance statistics.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees significant operational and/or strategic business activities including managing project plans, creating test plans to reflect requirements and creating work plans that define the project.
Projects may be complex, highly technical, and cross-functional with a corporate wide impact.
Project deliverables include critical milestones of business area requirements gathering, data preparation and attributes, training, communications and business processes.
Evaluates and presents information in a manner that will facilitate and influence management's understanding of the results and impact.
May develop company/department strategic business plans and/or action plans including identification of objectives, goals and strategies.
Develop, enhance, and maintain budget or financial planning models.
Provides analytical support when compiling and reporting information.
Evaluates, interprets and analyzes data and/or business processes.
Facilitates change, develops and presents recommendations and alternatives for management/executive review.
May recommend, implement, document, evaluate and/or maintain policies, procedures and controls.
Evaluates and recommends enhancements that will improve the overall productivity and quality of corporate systems and procedures.
Provides and/or interprets information and data across divisions and departments.
Assumes responsibility for data integrity among various internal groups and/or between internal and external sources.
Contributes to the achievement of corporate and division objectives by managing resources to assure projects are completed on time and within budget, while meeting the established objectives and documented business area requirements.
Responsible for the quality of work and the productivity of resources, in addition, may assist management and/or provide recommendations for associate development, training and input for performance appraisals.
May lead senior level peers and/or mentor associates.
May be required to travel locally and within the state up to 25% of time.

REQUIREMENTS
REQUIREMENTS:
Education:
Bachelor's degree in Business, Health Administration, Marketing, Computer Science, or related field.
Certification/License:
PMP certification preferred.
Experience:
Minimum six years experience as an analyst, or equivalent claims and systems knowledge.
Minimum ten years health plan or health insurance experience, including an understanding of health care regulatory requirements and health care economics and delivery systems.
Experience collecting, analyzing and presenting data and recommendations to management required.
Experience conducting business studies and recommending solutions required.
Minimum ten years progressively responsible management experience in health care analysis and health care management.
Minimum three years managerial/supervisory experience with emphasis on operations and configuration.
May require experience in mainframe applications and/or statistical applications.
Knowledge, Skills & Abilities:
Strong analytical and problem solving skills required.
Ability to effectively manage multiple projects in various technical environments and meet strict deadlines.
Ability to take initiative in a fast-paced work environment while managing multiple tasks and deliverables simultaneously.
Knowledge of functional area policies, procedures, processes, standards and/or legislative issues.
Working knowledge of math, accounting and/or financial principles including knowledge of general accounting principles.
Knowledge of process improvement, workflow, benchmarking and/or evaluation processes.
Thorough knowledge of PC based software programs and automated database management systems required.
Excellent oral and written communication skills as well as presentation skills required.
Demonstrates leadership, facilitation, critical thinking and decision-making skills.
Demonstrates ability to prioritize and manage multiple tasks required.
Proficiency in Excel, Access & IQ or Mainframe AS400 systems required; proficiency in ACL, Business Objects is beneficial.
Strong communication skills and the ability to interact with various levels of personnel, including middle, senior and executive management.

As a government contractor, this position requires U. S. citizenship and proof of favorable adjudication following submission of Department of Defense form SF85P or higher security.
