The Position: Manages a wide variety of functions to include assigning work to Air & Ground Ambulance Manager, CON/Rates Manager and Training and Base Hospital Manager; reviews work in progress and assures timely completion of all projects; reviews reports and recommendations; assists in projects of unusual difficulty; works with DHS agency heads and their representatives to establish goals and objectives to proposed projects, to present findings and recommendations of studies performed, and to review progress in the implementation of approved plans. Attend meetings and represent the Bureau Chief or Deputy Bureau Chief in his/her absence. Attend meetings and hearings involving other public and private agencies, entities and individuals. Interpretation and application of applicable administrative rules, Arizona Revised Statutes, and ADHS/BEMS policies and procedures. Establish and prioritize work assignments and goals and enforce policy and procedures. Liaison with Assistant Attorney General Representatives and Rules Administrator on matters involving licenses, certifications, hearings and correspondence that may have legal implications. Assist the CON/Rates Manager and Assistant Attorney General with the development of proposed program positions for hearings and during the entire application and hearing process. Monitor compliance of mandates in Decisions and Orders prescribed by the Director. Advise the CON/Rates Manager on planning and directing of Certificate of Necessity and rate review program. Provide financial management evaluation and improvement strategies for state ambulance providers. Ensure comprehensive analysis of new rates or rate increases is accomplished. Ensure processing of CON applications, CON contracts, air ambulance service applications, ALS Base Hospital applications, EMS training programs applications, and all application administrative and substantive reviews are handled appropriately. Performs other duties as assigned.
REQUIREMENTS
Desired Qualifications: Ability to work with and understand applicable statutes, rules and policies relating to EMS, the Certificate of Necessity regulatory program, air ambulance service licensure program, ALS/BLS training programs, and ALS base hospitals. Considerable knowledge of the principles and practices of administration and supervision relating to planning, organizing, and directing comprehensive administrative programs. Knowledge of Statewide EMS providers and areas served. Knowledge of state procurement code, fiscal management, and budget preparation /control. Knowledge of principles and practices of government auditing and accounting. Knowledge of accounting theory and financial evaluation techniques; auditing theories. Knowledge of data driven quality improvement programs. Knowledge of rate setting methodologies and reimbursement policies. Knowledge of third party payor mechanisms (Medicare, Medicaid, and commercial insurance). Knowledge of EMT courses and educational/instructional methodologies. Knowledge of computer programs and various software applications. Ability to direct a omprehensive, complex administrative program, with ability to direct and supervise others. Excellent written and interpersonal communications skills, with particular emphasis on clarity, specificity and compliance with law and Department policy. Time management and task prioritization is essential to establish and achieve set goals. Ability to evaluate information objectively, analyze financial data and make accurate, meaningful and independent decisions. Skill in public speaking and testifying at administrative hearings. Leadership, management, negotiation, and organizational skills. The preferred candidate will have knowledge of the emergency medical, or emergency response profession, or health care administration, or a closely related field and two years of management experience.
