Join a highly motivated team of procurement professionals, responsible for redesigning the Corporate Procurement organization. This is a newly created leadership position, reporting directly to the Director, Contracting and Supplier Management. This position is responsible for the transformation of contracting, contract management and supplier management as it relates to how Fannie Mae acquires key categories of goods and services. They are responsible for establishing policies, strategy and implementation within their category assignment.
Additionally, the Manager, Contracting and Supplier Management will:
Lead a team of contract professionals through the effective delivery of contract development and negotiation in an assigned spend category. This includes recommending direction for contracting for these goods and services in accordance with the contracting processes and policies of Fannie Mae.
Through the contracting process, the Manager will optimize the supply base and add value to the overall supply chain by improving the way we work with suppliers as well as how we manage suppliers and their contracts.
The Manager will develop their team using best practices and create an environment for staff in which the team is aligned with the business, exceeding objectives, reporting regularly on metrics and projects .
The Manager will thrive on open information sharing within the team including discussions around difficult, challenging issues.
The Manager and their team will develop commercial strategies for contracting and supplier management, such as segmentation models which meet present and future supply requirements and portfolio management techniques to ensure that individual buys add bottom line value to the full portfolio of purchased assets.
The Manager will ensure the teams produce contracts with detailed business requirements, clarity around deliverables, performance-based payments, service level agreements and adequate definition of key contract elements to ensure the supplier performance may be measured.
They will work collaboratively within the guidelines established by Fannie Mae Legal to ensure the use of standardized contracting language.
The Manager will lead cross functional negotiation teams to successfully integrate complex business, legal and fiscal requirements into contracts. These agreements are expected to provide the basis for resolving future contract disputes, to lower costs and to mitigate financial and performance risk.
Work collaboratively with the individuals in the Procure-to-Pay process area to ensure successful implementation of all contract negotiations and contract processing as it links to the purchase order process in a timely, efficient manner.
REQUIREMENTS
PROFESSIONAL QUALIFICATIONS:
Bachelor’s Degree or equivalent work experience required, MBA and CPM are preferred. NCMA certification is preferred.
At least 4-6 years progressive, relevant experience in contracting, contract management and supplier management in any of the following categories is required: professional services, contract labor, IT technologies, IT services, facilities, outsourcing, marketing, construction or other indirect expense.
3+ years of demonstrated, progressive experience in managing personnel, either through leadership of teams, projects and programs or preferably through managing a team of direct reports/FTEs.
Experience in implementation and continuous improvement of processes, policies and methodologies. Acts as a change agent and promotes continual measurable improvement.
Experience implementing and using Contract management tools, contract repositories, SRM and other supply chain technologies preferred, including knowledge of eRFx, reverse auctions, project management tools. Also experience required in procurement ERP modules. Strong knowledge of Procure-to-Pay processes.
Experience measuring and consistently achieving difficult procurement service results such as high customer satisfaction, significant corporate savings/cost controls and meaningful risk mitigation through best practices. Demonstrated experience in the use of lean, streamlined, repeatable procurement processes, the ability to develop metrics, methods and procedures which drive results across the team and link to corporate objectives.
Demonstrated results contracting or subcontracting with Diverse Suppliers, including implementation of programs which target spend areas and create improvement in diverse spend.
Demonstrated ability to communicate at all levels in the company through presentations, reports and orally. Should be an articulate, persuasive leader who is comfortable working at all levels.
Strong analytical skills are required for financial analysis of total cost of ownership.
Excellent interpersonal and management skills for development of personnel.
Strong negotiation skills including the ability to mentor staff members in negotiation techniques, usage of key contracting methodologies including use of term sheets, issue tracking reports and contract project management tools and experience working with Legal throughout the contracting process.
Ability to recognize strategic direction and effectively champion initiatives.
