Senior Buyer
Summary of Responsibilities:
This role is responsible for identifying the most appropriate source for requested goods/services as well as negotiating, developing and managing agreements for products and services. Responsible for the implementation of the total life cycle cost process and commodity plans for the agreements and functional areas they support. Core responsibilities also include managing and implementing supplier strategies, plans and sourcing along with planning and providing commercial management for other projects.
The Sr. Buyer will focus on the management and facilitation of Strategic Sourcing efforts through the contract execution phase. They will also perform contract management/administration for major contracted services and materials. Additionally, the Senior Buyer will mentor Buyers, Jr. Buyers, and other department personnel, and provide continual support for engineering, maintenance and construction purchasing needs. The Senior Buyer will work collaboratively with their internal clients to identify deliverables and metrics, define roles and responsibilities, as well as manage expectations for each supplier relationship and their associated contracts. The Senior Buyer has the ultimate responsibility for bridging the relationship between the supplier and the internal end users.
Essential Responsibilities:
- Develop and manage agreements with suppliers and execute bid-buy purchases for essential goods and services.
- Initiate and manage cross-functional strategic sourcing teams for continuous improvement in total life-cycle cost, delivery, and commodity planning.
- Interact with the Inventory Analysts to coordinate material planning, inventory management and the administration of the payables process.
- Design and implement Procurement Policies, Standards and Controls, as well as Contracts Management and Control processes.
- Develop/maintain market intelligence on supplier and commodity/category risks, capabilities, availability and innovations. Evaluate commodity/category risk and profit impact profiles.
- Understand significant influences on prices of major commodities.
- Keep abreast of new developments and products.
- Oversee the ATC Supplier Selection process, promote supplier diversity through the sourcing process and manage overall Supplier Performance through cross-functional teams. This includes managing supplier relationships.
- Maintain contract data base/files/records.
- Ensure controls are in place and followed for various purchasing execution mechanisms (Contract, PO, P - Provide work direction to the Supply Chain Administrative Support employees, as well as Portfolio Project Buyers as assigned.
- Ability to travel at least 20% of the time is required throughout ATC’s service territory. Additionally, work outside of the normal scheduled work day may be required.
REQUIREMENTS
Minimum Requirements:
Education:
• Bachelor's degree in business, engineering or a related discipline; MBA preferred.
Experience:
• At least 7 years of purchasing experience, exposure to regulated utility environment is beneficial. Negotiation, contract administration and materials management experience is preferred. Demonstrated knowledge of various contract labor agreements, the Uniform Commercial Code, state tax laws and business/corporate objectives. Must have excellent communication, relationship building and organizational skill sets to be successful in this role. A valid drivers license is required for periodic travel associated with this position.
