Sr. Vice President, Recruitment & Employment The Recruiting and Employment Department serves Countrywide divisions in Plano, Texas, Simi Valley, Calabasas and Pasadena, California, and through on-site staff, providing a complete range of services, from the management of employment requisitions, cold-calling and sourcing of candidates from other organizations, the placement of classified advertising, the administration of Countrywide's network of internal employee postings, screening and interviewing, offers of employment, pre-employment background and other checks, completion of new employee hire paperwork, new employee orientation, regulatory compliance. During times of business expansion, Countrywide's branches and infrastructure need to be quickly and fully staffed. This often requires hiring contract recruiters and level load staff, in order to keep up with demand for new branch, high-tech, professional and other, exempt and non-exempt employees. The Department works in close coordination and collaboration with other HR departments.
This Sr. Vice President, Recruitment & Employment is responsible for providing leadership in the management of all activities related to recruiting and the new hire employment process at Countrywide. The position is involved in a variety of planning, budgeting and logistics issues, and, from time to time, may be called upon by senior management to develop innovative recruiting strategies for unique or emerging employment categories. On occasion may be called upon by senior management to direct special recruiting efforts or to provide other resources in confidence.
Primary responsibilities include:
Hiring and managing decentralized recruiting staffs at regional and satellite locations.
Management of classified advertising budgets and accounts including the management of internal job posting.
Management of employment compliance and job positing practices.
Sourcing of specialized recruiting, staff development and training, implementation of Countrywide's equal employment opportunity and affirmative action hiring efforts, as well as college and university recruitment efforts.
Coordination of recruiting strategy with senior divisional management, assuring regulatory compliance with regard to the federal, state and local documentation required by statute.
Coordination with other HR departments (HRIS, Payroll, Benefits, Training, Compensation, Bonus Administration, Compliance, Legal, Employee Relations) to develop and implement improvements in serving HR's internal customers, and automating HR systems and reducing costs (loyalty encouragement and turnover reduction, e.g.).
Represent Countrywide at formal and informal local, regional and national meetings and conferences wherein issues, information and trends involving recruiting, compliance and employment activities are the subject.
Manages recruiting activities through Countrywide's website and intranet communication systems. - Maintain current knowledge of demographic and industry developments in order to provide expert advice to senior management regarding recruiting trends and emerging practices.
Represents Countrywide to employees and may speak at various corporate and divisional meetings.
Provide monthly reports to management regarding department recruiting activities/performance and to track subordinate performance.
Providing expert guidance regarding recruiting and employment issues to senior management.
Work on improvement projects and collaboratively with other HR departments.
Special assignments, as directed by senior management.
A successful candidate will have:
10+ years experience.
Bachelor's degree in Business, Communication, Psychology, or related subject.
Knowledge and experience of the recruiting process for a large organization.
Experience managing a large recruiting department in a decentralized environment, preferably during times of rapid growth.
Working knowledge of employment law and regulations.
Ability to source applicants from both traditional and non-traditional sources.
Knowledge of how local, regional and national employment markets function, and an understanding of how to staff, develop, motivate and train recruiters in a decentralized corporate environment.
Knowledge of automated HR systems (PeopleSoft, RESTRAK, CAIVERS).
PC proficiency (lotus Notes, Spreadsheet, Excel, PowerPoint).
Ability to screen, hire, motivate, train and develop recruiting managers and staff.
Experience working in a cross-functional setting with other senior HR staff, especially in the development of cost-reduction strategies and improvement projects.
Experience helpful also in recruiting in a cyclical business environment, where uncertainty regarding interest rates and other factors may dramatically affect staffing levels.
Experiencing managing a large (multi-million dollar) budget for classified advertising.
Ability to source applicants in response to equal employment opportunity and affirmative action plans.
Ability to advise senior management regarding demographic and other employment trends.
Experience serving as a representative of a large corporation on local, regional or national forums. - Ability to speak at departmental or divisional meetings and representing the organization to employees of various backgrounds.
Experience working with employees of various cultures and nationalities, including experience in recruiting where immigration concerns can become key considerations.
Experience recruiting in high-tech environments, or in geographic areas, where the demand for key skills is at a premium.
