Purchasing Manager
Pacific Scientific is looking for a Purchasing Manager.
This position is intended to provide assistance to the Senior Supply Chain Manager.
Supervise the Purchasing Department in the procurement of all goods and services to ensure the on-time delivery, in the proper quantities, of quality parts, at an acceptable cost to meet our production requirements.
Give direction and advise to the Buyers on routine purchasing functions, and to the Receiving Department by setting priorities to optimize the receipt of parts in a timely manner.
This position will have additional responsibilities in creating action plans and other duties that apply to the purchasing function.
Will be required to have specific commodity buying responsibilities.
Work with the Purchasing Associates to:
Develop sources for components and / or services.
Work with Buyers to ensure Supplier’s quality & delivery meets Policy Deployment Inventory and Working Capital Goals
Negotiate annual buys & Long Term Agreements.
Perform root cause problem resolution
Place orders as required based on individual purchasing worksheet demand
Interface with Production Control and Manufacturing to provide delivery information and part availability as it relates to purchased parts
Represent Purchasing at meetings as required
Provide leadership and communication to promote understanding and attainment of S,Q,D,C and shipments to plan performance objectives as they relate to the Purchasing Department.
Under the direction of the Senior Supply Chain Manager oversee the activities of the Purchasing Department to ensure the most economical and uninterrupted flow of inbound materials, from their receipt to acceptance into stock.
Work closely with the Purchasing Associates to provide information to Production Control and Master Scheduling to ensure purchase orders are placed in a timely manner to achieve OTD goals.
Position also reports directly to Materials Manager, Procurement Specialist, Buyers, Purchasing Coordinators, Expeditors
On an as required basis will interact with Sales & Marketing, Engineering, Operations, Product Support, Contracts, Accounting, IT & QA / Inspection
Performance will be measured by:
Product line fill rate (% to customer requested date)
Inventory turns (# of turns)
Supplier on time delivery (%)
Supplier quality performance (PPM)
Purchase Price Variance (PPV) (%)
Timely placement of purchase orders and requisitions by Buyers
Others per Policy Deployment
REQUIREMENTS
BACKGROUND AND SKILLS REQUIRED:
Undergraduate degree along with 5-7 years experience in Purchasing or related field
Six years of Purchasing/ Planning experience in multifunctional Mfg. environment and two years supervisory experience or 10 years practical experience without degree.
Practical knowledge of purchasing and negotiating skills
Excellent interpersonal, and teambuilding skills.
