Join a highly motivated team of procurement professionals, responsible for redesigning the Corporate Procurement organization. This is a newly created leadership position, reporting directly to the Manager, Contracting and Supplier Management. This position is responsible for the transformation of contracting, contract management and supplier management as it relates to how Fannie Mae acquires key categories of goods and services. They are responsible for establishing contracting and vendor management strategies and implementation of these strategies within their category assignment.
Additionally, the Contracting and Supplier Management Specialist will:
Lead cross functional or internal client teams of business professionals through the effective delivery of contract development and negotiation in an assigned spend category. This includes recommending uses of templates and standard contracting methods for contracting goods and services in accordance with the processes and policies of Fannie Mae.
Through the contracting process, the Contracting and Supplier Management Specialist will help Fannie Mae reduce risk and costs while streamlining the contracting process.
The Specialist will use best practices and work in a team environment in which the team is aligned with the business, exceeding client’s objectives, reporting regularly on metrics and the progress of negotiations. The Sr. Specialist objectives will include ensuring best-in-class service to internal clients.
The Specialist will work with standard contracts, contracts which are under $1million in value and they will lead negotiations with suppliers to ensure that Procurement is represented in business negotiations. The Contracting Specialist will understand what is being bought and the cost drivers in the contracts they handle.
The Contracting and Supplier Management Specialist will ensure contracts have detailed business requirements, clarity around deliverables, performance-based payments, service level agreements and adequate definition of key contract elements to ensure the suppliers’ performance may be measured.
They will work collaboratively within the guidelines established by Fannie Mae Legal to ensure the use of standardized contracting language .
The Contracting and Supplier Management Specialist will lead cross functional negotiation teams which will understand business, legal and fiscal requirements for contracts. They will provide solutions to resolve contract disputes, to lower costs and to mitigate risk in contracts.
Work collaboratively with individuals in the Procure-to-Pay process area to ensure successful implementation of all contract negotiations and contract processing as it links to the purchase order process in a timely, efficient manner.
Work collaboratively with Strategic Sourcing to ensure that we enforce supplier selection which is an outcome of sourcing activities and that the contracting and vendor management processes are in synch with overall objectives to reduce supply base
REQUIREMENTS
PROFESSIONAL QUALIFICATIONS:
Bachelor’s Degree or equivalent work experience required, MBA or CPM is preferred. NCMA certification is preferred.
At least 2-4 years progressive, experience in contracting, buying, contract management and/or supplier management in any of the following categories is required: professional services, contract labor, IT technologies, IT services, facilities, outsourcing, marketing, construction or other indirect expense.
Experience in implementation and continuous improvement of processes, policies and methodologies. Promotes continual improvement.
Experience required in procurement ERP modules. Strong knowledge of Procure-to-Pay processes.
Experience in driving customer satisfaction through proven, measurable results which drive savings and cost controls while balancing customer service and risk mitigation.
Experience contracting or subcontracting with Diverse Suppliers, including Diversity programs which target spend areas and create improvement in diverse spend.
Demonstrated ability to communicate at all levels in the company through written communications, presentations, reports and orally.
Good analytical skills are required for financial analysis of total cost of ownership.
Good MS Excel and Powerpoint skills needed.
