Water & Waste Management Division Manager
Department: Environmental Services
Perform complex administrative work managing the Water and Waste Water Management Division. Plan, organize, and direct the day to day operations of a broad engineering division which administers environmental engineering programs such as water and wastewater treatment, drinking water and solid waste, onsite wastewater, subdivision infrastructure and planning, vector control, and storm water management. Subsections of these programs include inspection, plan review, and development permitting. Supervise professional engineering, technical, and administrative staff involved in the review, approval, and monitoring of public and private development and improvement projects. Recruit, select, and ensure training for division staff. Develop performance plans and evaluate staff performance by observing, reviewing, and checking the work of staff to ensure compliance with statutes, laws, ordinances, etc. Promote diversity in hiring and promotional practices and ensure a safe working environmental for staff. Prepare division budgets by projecting resource needs and determining funding priorities for a division programs. Manage the budget by monitoring revenue and expenditures to assure objectives are met within budgeted funds. Analyze the division’s budget for reasonability, needs, and justification. May procure outside resources through the RFP process; may negotiate funding and contract terms with state and federal agencies to support the budget; develop and negotiate modification in local governmental rulemaking and makes recommendations to the Board of Supervisors. Represent the Division at meetings with department management team, other county departments, outside agencies, and the general public. Develop and implement division policies and procedures, planning long- and short-term programs within the strategic planning and managing for results processes.
REQUIREMENTS
Conditions of Employment: This position is Unclassified under Merit System Rules.
A Bachelor’s Degree from an accredited college or university in Civil, Environmental, Mechanical, or other closely related engineering field and seven years of engineering experience. At least three years of experiencing supervising professional engineering and technical and non-technical staff, managing technical engineering programs, and developing managing program budgets.
NOTE: Must be registered as a Engineer by the Arizona State Board of Technicial Registration, OR by the technicial board of another state, with the ability to obtain Arizona Registration.
