Monthly Salary Range: $4756.78 - $6070.99 (Starting salary $4756.78)
Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m.
Under the direction of the Dean, Institutional Planning and Research, the Senior Research and Planning Analyst assumes the leadership role in the design and execution of District institutional research, planning and accreditation related projects, including coordination of the Research and Planning Analysts and other IPRO staff as needed.
EXAMPLES OF DUTIES
1. Coordinate the work of the Research and Planning Analysts and other IPRO staff as needed to accomplish the objectives of the office.
2. Have an understanding of how the data elements of a large centralized database relate to college procedures and the information they encode. Also, must have an understanding of program evaluation and accountability.
3. Identify trends in research, education, regulation, business, community and student characteristics, and other fields important to PCC. Anticipate the information, research, planning, and evaluation needs of the District, and recommend research projects based on those needs.
4. Coordinate the acquisition of data for each project in appropriate form using suitable tools. Maintain up-to-date knowledge of District and external data resources.
5. Must understand programming concepts and Syntax; considerable time will be spent programming to extract information from a database.
6. Coordinate the selection, adaptation, and application of appropriate quantitative and qualitative research design and statistical tools and techniques to all areas of study. SPSS is the statistical tool used at PCC.
7. Organize the present research-based information, analysis, and interpretation clearly and effectively in narrative, tabular, graphical, and oral modes. Produce and distribute periodic reports on District characteristics (e.g., the annual Observations databook). Disseminate research findings effectively to the campus community.
8. Supervise data collection, coding, and input functions using appropriate tools, such as scannable forms with mark sense scanners and software, structured interviews, or manual data entry. Supervise the design and production of effective forms and surveys.
9. Supervise maintenance of a research data warehouse system and an indexed archive of information and reports suitable for answering typical current questions and anticipating future ones.
10. Monitor the integrity of District centralized data files through audits tied to the production of both cyclical and ad hoc reports; coordinate with appropriate offices on campus to ensure that errors are corrected in timely fashion and prevented in the future.
11. Maintain office projects calendar and ensure that cyclical project timelines are met.
12. Provide technical and analytical support to offices, divisions, committees, faculty, staff, and administration in research-related activities. Train others in the tools and techniques of research.
13. Regularly evaluate the computer system, software, and other resource needs of the Institutional Planning and Research Office, and recommend enhancements as needed.
14. Represent the Institutional Planning and Research Office on District committees and the College at professional conferences.
15. At the request of a supervisor, perform a variety of unscheduled duties normally and traditionally performed by a Senior Research and Planning Analyst.
MINIMUM QUALIFICATIONS
Education and Experience: Master’s degree in a specialization involving social-science or higher-education or similar research (or the equivalent combination of a Bachelor’s degree and experience), with coursework in tests and measurements, statistics, and research design/methods. Substantial experience conducting research, analyzing data, and presenting findings. Experience in positions or functions which require sound judgment and ability to make independent decisions.
Knowledge and Abilities: Demonstrated knowledge of current principles and procedures of social-science or higher-education research planning, design, methodology, and analysis; principles, theories, techniques, and methods of inferential and descriptive statistics; computerized information systems as they pertain to research; computer software such as statistical analysis, word processing, database management, spreadsheets, graphics, and telecommunications. Demonstrated ability to exercise critical judgment and creativity and to work independently; establish priorities for, plan, and organize a variety of work assignments; interpret accurately institutional policies and procedures; keep information secure and confidential; work cooperatively and effectively in an environment with diverse staff and students.
OTHER REQUIREMENTS: Strong written and oral communication skills and organizational skills.
DESIRABLE QUALIFICATIONS
1. Familiarity with concepts and structures of centralized data storage and experience with retrieval/data extraction/query tools.
2. Working knowledge of microcomputers, associated peripherals, and Windows PC applications, including SPSS, Microsoft Word, Microsoft Access, Microsoft Excel, Explorer or similar browser, and Arcview or similar geographic information system.

THE SELECTION PROCESS
The applications will be reviewed by hiring committees representing the constituencies of the District. The committees will select candidates to be interviewed.

PHYSICAL ABILITIES
Seeing to inspect written documents, communicate with District staff, sitting for extended periods of time, bending, kneeling and reaching to retrieve and file records, and dexterity of hands and fingers to operate a keyboard and other office equipment.
PROBATION PERIOD: One year.
