Facilities Manager
Horne Engineering Serviceshas an immediate need for a Facilities Manager to operate as a key team member assigned to support a major contract with our client in our Washington, DC area location.

In this exciting role you will be the primary point of contact with our client and accountability between all services required, supplemental support specialist, subcontractors along with other federal agencies.

The Facilities Manager will possess prior experience with Civil Engineering Corp (CEC) or U.S. Army Corp of Engineers (USACE). You will also oversee the overall management responsibilities for various facilities, activities, projects and task orders for the government under this contract.
You will be responsible for directing the activities for the facility and monitoring performances to ensure client expectations are exceeded. You will also be responsible for attending all major meeting while managing and resolving problems and issues concerning the facility and related projects.

You will monitor the quality of services provided by the contractor and other federal agencies while working closely on a day-by-day or necessary basis with other government and contractor officials for all services to be provided under this contract; including but not limited to management, administrative and contractual aspects.
REQUIREMENTS
Demonstrated Experience and Requirements:

The Facilities Manager will possess a minimum 10 years operational facility management experience, which includes building maintenance and operation of central plant facilities, extensive customer contact in a 24 hour mission critical environment.

You must also have verifiable experience in construction, operation, maintenance, management of outside service providers and departmental budgeting. Execute all facility, activity or project expectations and requirements in proactive and reactive modes for responsive, successful and timely execution of all services.

The Facilities Manager shall assume the general responsibility on behalf of the contractor for assuring timely submission of proposals, availability of qualified work teams and the quality of the contractor services provided.

The Facilities Manager will also oversee all contractor activities on the contract and make assurances they posses the experience and capabilities to manage a comparable team for facility management and related services in addition to following minimum and successful experience, knowledge, skills and other abilities:
A. Ability to successfully manage, control and oversee all programs and related services that may be ordered under this contract in coordination and cooperation with the Facility Management Team and all other personnel performing under this contract and with Federal personnel and other contractors.
B.Experience in developing and maintaining complex long term/multi-year facility management activities, including but not limited to:
Developing and controlling budgets and funding strategies.
Scheduling and coordination of facility interactions among existing and newly occupied facilities.
Ability to manage inter-disciplinary teams of professionals and supporting labor categories.C. Conducts oversight, coordination and management of all contractor activities ordered under this contract.
D.A minimum of five (5) years experience as a similar Facility Manager/Director on two large complex and similar contracts valued at not less than $5 million in overall proportion within the most recent eight (8) year period.
E. Interpret and ensure the contractor’s compliance with the Federal Acquisition Regulation and other standards specified as a part of this contract.
F.Experience in developing and managing complex long-term facility management activities, including project cost or budgets, strategies and coordination of project interaction among all parties involved.
G.Experience in developing and integrating both strategic and coordination of project interaction among all parties involved.
H.Ability to communicate effectively, orally and in writing.
I.Experience in preparing correspondence, written reports, presentations and in briefing clients and management personnel.
J.Experience and familiarity with procedural, review and approval requirements if this contract.
K.A graduate of an accredited college/university with a minimum four (4) year degree.
