Vieques/CLEAN Range Control/Operations Officer
The Range Control/Operations Officer is responsible for: scheduling, coordinating, controlling and executing all range activities, including: all UXO clearance, explosive, demolition, destruction, and disposal related operations; as well as all construction activities associated with the munitions response actions on Vieques Island, Puerto Rico.This position requires the person to perform daily management functions from the on-island operations center.
Provide for coordination for all inter- and intra-site transportation of personnel and materials.
Control access and movement of personnel and materials on the project site.
Provide oversight and control of construction activities.
Provide oversight and control for storage, issuance, movement, and usage of explosives, demolition and related materials.
Provide oversight and control for UXO processes including search, access, identification, movement, demolition, treatment, destruction, disposal, and storage activities.
Provide oversight for establishment, control and enforcement of safety, restricted, and exclusion zones surrounding all UXO clearance activities, explosive and UXO holding areas and activities, and explosive and demolition activities.
Provide oversight in accounting for the number of, and controlling the movement and locations of, all personnel on-site.
Coordinating with Vieques MEC Integrator, Atlantic Division, Naval Facilities Engineering Command (NAVFACENGCOM ATLANTIC) Navy Remedial Project Manager and Navy Quality Assurance Specialist prior to all explosive operations.
Maintaining continuous communication with all personnel/teams on-site, as well as required off-site authorities.
Ensuring that all explosive operations on-site are conducted in accordance with Federal, DoD, local and Navy explosive safety guidelines and approved site safety submissions; and ensuring that off-site storage and transport are conducted in accordance with Federal, Commonwealth and local requirements.
Develop, review, comment, and implement Standard Operating Procedures.
On-island liaison with Navy and other federal and local government personnel for MRP projects.

job Requirements
Basic Qualifications :
Graduate of the U.S. Army Bomb Disposal School, Aberdeen Proving Ground, Maryland, or the U.S. Naval Explosive Ordnance Disposal (EOD) School, Indian Head, Maryland, U.S. Naval Explosive Ordnance Disposal (EOD) School, Eglin AFB, Florida, or other DOD approved training course.
Minimum of seven years of documented hands-on experience in the planning, administration, execution and control of UXO Clearance/ Demolition Range Operations and Safety Programs at the field detachment level, with at least two years in the field administration of UXO Clearance/Demolition Range Operations and Safety Programs.
Minimum of nine years of EOD/UXO field experience, including:
1) Three years of documented active duty military impact/demolition range clearance experience as a Master EOD Technician directly supervising complex multi-EOD team execution of UXO range clearance operations including: search, detection, access, identification and disposal procedures on conventional air and ground ordnance.
2) Two years of current civil UXO industry experience may be substituted for military EOD experience.
Military reservist EOD experience is applicable only to the extent that it was accrued while on active duty, while assigned to an EOD position, and served directly performing hands-on EOD search, detection, access, identification, and disposal functions.
Shall never have been removed from a UXO, EOD, or safety oversight position for cause, including unsatisfactory performance, safety or personal reliability reasons.
Certified or eligible for certification as a US Department of Justice BATFE Employee Possessor or Responsible Person with a letter of clearance.
Management experience in the Munitions Response Program (MRP), operational logistics, Quality Management, Safety, and coordination of multiple subcontractors.
Experience with managing explosive operations and complying with ATF regulations for the use, transport and storage of high explosives.
Certification Required Master EOD Technician
Preferred Qualifications :
Completed 29 CFR 1910,120 training (e) & (f)
Completed the US Army Corps of Engineers Construction Quality Management course preferred.
