Human Resources Manager / Recruiter At Granite Construction we are currently seeking a Human Resources Manager/Recruiter to work in our facility. Job Description: The Human Resources (HR) Manager will be responsible for recruiting efforts, Equal Employment Opportunity (EEO), and Employee Relations. The HR Manager will also provide coaching and guidance to managers in dealing with employee related issues, discipline, promotion and discharge. The HR Manager will be involved in resolving labor issues. The HR Manager will provide guidance and leadership to the Employee Development Leader. Objective: Seeking an energetic, committed team player to fulfill a new role in Human Resources with an emphasis on recruiting and a key focus on sourcing and attracting high-caliber candidates for our Bakersfield Branch Operations. The Bakersfield Branch includes operations in Bakersfield, Palmdale and Bishop. The candidate will work directly with management and corporate HR partners to provide HR support in developing and delivering HR programs.
Duties and responsibilities:
Understand sourcing strategies and tactics for the recruitment of entry level, mid-level and experienced professionals including university recruitment, and agency tactics.
Develop and implement a college Recruiting Program with local colleges and universities Advertise, recruit, screen, evaluate, and hire qualified candidates as business needs dictate. Performing reference checks, and ensure that background checks are completed in a timely manner.
Facilitation of a smooth administrative process for employees through all phases of their employment from completion of pre-employment paperwork, coordination of annual reviews, to final termination notification.
Administrate corporate EEO program including education and complaint investigation.
Providing day to day hands-on employee relations and performance management counseling.
Represent Granite Construction within local community organizations and government agency functions.
Work with Corporate Benefits to administer and communicate the company's benefits program in regard to plan options, policy features, enrollment and other requirements to employees.
Work with Employee Development Leader to help identify training/education needs and coordinate employee development programs and employee engagement activities
Special HR Projects as needed.

REQUIREMENTS
Required Education: Bachelor's degree or equivalent. (Business, Human Resources, Psychology) Preferred Experience:
Must possess a minimum of 3 to 5 years of HR Generalist/Recruiting experience within a dynamic, fast-paced environment with experience in staffing, employee relations, and performance management.
Construction experience is preferred.
