Full Job Title: Methods Process Analyst 3 Skills Management Title Methods AnalysisJob Level: NONEXEMPTBusiness Component: Integrated Defense Systems (IDS)Job Description: Develops forecast, acquisition and utilization plans and labor hour estimates to optimize resources. Develops integrated tool and master production schedules and recovery plans for production and tooling work packages. Using established methods, identifies and implements improvements to processes to maximize efficiency of equipment and personnel. Assesses the impact of changes and develops modifications to existing plans. Represents Production and Tooling Operations in negotiations for schedule commitments or statement of work impact. Analyzes shop performance metrics and recommends actions to improve performance. Works under general direction. Representative Major Tasks (Reflects typical job family activities. Specific activities may vary by Business Unit, region, site or assignment): Analyzes the current and future business environment and develops forecast, acquisition and utilization plans to optimize resources in support of company initiatives and program business plans. Develops and maintains Business System factory definition to be used for manufacturing planning. Develops labor hour estimates for new or revised production and tooling work packages by utilizing labor standards, tool and production design drawing reviews and Tool and Production Operations concurrence to support program business plans. Monitors performance to established labor hour estimates. Participates in the development of integrated (e.g., crew cycling, learning curve, shift analysis, optimum/maximum crew size, tooling capacity) tool and production master schedules by developing tool and position plan/documents, tool downtimes, rate flow plans, #1 flows and tool sequencing plans to maximize the efficiency of equipment, material and personnel. Incorporate program initiatives (e.g., LEAN activities, cycle time reduction, cost-trade studies, rate readiness) into the development of integrated master schedules. Identifies and implements process improvements by analyzing current processes and using established improvement methodologies to maximize the efficiency of equipment and personnel and to support company improvement initiatives. Analyzes changes to approved plans resulting from unplanned events. Assesses the impact of the changes that occur to cost, schedule, resources and delivery. Develops modifications to existing plans and obtains approval for plan changes. Participates in negotiations representing Production and Tooling Operations to support schedule commitments or statement of work impact. Develops and supports shop performance metrics by analyzing data in order to recommend plan of action for Production and Tooling Management. Develops, implements, maintains and monitors status of integrated shop operating plans to maximize the efficiency of equipment and personnel in order to reduce inventory and meet cost and schedule commitments. Information Monitoring: Determines which processes or areas within own work and throughout the organization need to be monitored; identifies what information needs to be obtained. Establishes systems to monitor activities or outputs that are easy to use and that provide timely and pertinent information. Effectively puts in place monitoring systems with minimal interruption for other organizational processes; collects and reviews data on a regular basis to determine progress, anticipate needs, and recommend necessary adjustments to personnel or processes within own work group and throughout the organization. Information Technology Fluency: Complete ability in the use of personal computing hardware and software to enter project information, such as, statements of work, resource identification and usage, task status, cost estimating and tracking, etc. Complete knowledge of processes and tools to maintain, archive, and retrieve digital files. Complete ability in constructing/building and providing reports and presentation material as needed for assigned projects. Complete knowledge of identifying and gaining approval of testing of established applications to meet project requirements. Lean Manufacturing: Complete knowledge of lean manufacturing principles (e.g., value stream analysis, single piece flow). Systems Thinking: Evaluates job tasks and processes on how well they help meet team objective(s); identifies non-value-adding components and barriers. Formulates change strategies; seeks input from others to evaluate options for change and encourage buy-in. Makes appropriate changes to job/role structures and processes by communicating effectively and focusing on new skill development. Uses accurate measurement systems to monitor the implementation.Notes: This requisition is for multiple positions in various Manufacturing Centers (e.g. F/A-22 Assembly, Composites Fabrication and Assembly, Emergent Manufacturing, Mission Integration) supporting several IDS programs in Puget Sound. Work assignments for selected candidates will be determined by matching each Center¿s specific skill requirements to the individual candidate skills and attributes after the interview and selection process.
