Director Compliance Audit
Performs complex internal auditing work relating to research, training and work program development for compliance laws and regulations. The Research Audit Director will advise research staff and other auditors engaged in field audits of business processes that involve compliance with multiple laws and regulations. He or she is responsible for providing expert advice on the application of laws and regulations in the development of audit programs, tracking and assuring closure of regulatory findings, building and maintaining relationships with other audit teams, the legal and compliance departments. The Research Director maintains all organizational and professional ethical standards, works independently under minimal supervision, and is able to exercise extensive latitude for initiative and independent judgment.
A. Size and Scope of Audit Responsibility
Provides major input to audit engagement planning, fieldwork, identification, development and documentation of audit issues, and recommendations and their reporting.
Identifies and evaluates risk areas, and provides key input to the development of the annual audit plan.
Assists with the implementation of compliance testing procedures, including (but not limited to) identifying and defining issues, reviewing and analyzing evidence, and documenting auditee processes and procedures.
Provides advice and counsel to Audit management on complex compliance risk management and control issues.
Maintains a liaison with the Legal and Compliance Departments on regulatory matters or issues of interpretation.
Assists with the development and delivery of compliance training to Audit personnel
Monitors laws and regulations, including changes and amendments to laws and regulations, assuring that audit programs reflect current regulatory requirements.
Creates and maintains compliance trends reporting; creates monthly and quarterly compliance reports
Interacts with internal and external resources during regulatory examinations.
Represents the internal audit function on enterprise-wide taskforces and other initiatives.
Works independently under general supervision with extensive latitude for initiative and independent judgment.
Performs other audit related work as assigned.
B. Span of Control
May provide direction to multiple teams of staff members on audits.
May provide subject matter expertise on compliance matters
C. Complexity
Provides subject matter expertise across a wide range of laws and regulations; assists with application of regulations to audits of complex and diverse business units, as well as audits related to conversions, consolidations, acquisitions, new businesses and other multi-dimensional projects.
Creates multi and cross level reports and analysis of audit and examination outcomes
D. Relationship Management
Establishes and maintains working relationships with line of business management, auditees and external parties.
Effectively represents internal audit on project teams, at management meetings, and presents and reports audit findings to senior management.
Works closely with internal clients and other interested parties without compromising the objectivity and independence of the audit function.
Develops a personal network of people who are industry/business experts, drawing on the experience of others to learn more about the organization.
E. Audit Administration
Assists the Group Manager and Vice President in developing audit plans.
F. Professional Conduct
Maintains all organizational and professional ethical standards.
Ensures work performed meets or exceeds established quality standards and establishes review process to ensure adherence.
Pursues professional development opportunities, including external and internal training and professional association memberships, and shares information gained with co-workers.
REQUIREMENTS
A. Years of Experience
5 or more years of full-time experience in internal or external compliance auditing, or compliance management programs, law department, or other related field.
B. Education
Bachelor’s degree from an accredited college or university.
C. Certification
Professional certification such as CRCM, JD, LLB, CIA, CPA, or CISA.
PROFESSIONAL KNOWLEDGE
An in-depth understanding of each of the following:
Laws and regulations related to managing risk for complex financial institution
In depth research skills in various regulatory databases
Strong report writing skills
Meeting facilitation and presentation skills
Business process and controls engineering
The skills needed to serve as an auditor-in-charge of an engagement
