Primary duties focus on developing, advancing and implementing cash management, debt management, special assessment and other financial strategies, in accordance with federal, state and city statutes, ordinances, policies and practices. Acting as the City Treasurer in his/her absence, manages the overall operation of programs and staff in the Treasurer’s Division. Assists with the development, certification, and updating of comprehensive investment and debt policies. Works closely with the City Treasurer to initiate methods and procedures for collecting, recording, investing and disbursing City funds. Provides support to and participates as an active member of the City’s Financing Team for the structuring, issuing, servicing, accounting, budgeting and reporting of all debt issued by the City. Provides support to the City’s special assessments portfolio, including assessing, billing and collecting functions.
REQUIREMENTS
Job Requirements:

Bachelor’s Degree in Accounting, Economics, Finance or Business Administration, or a directly related field plus six years progressively responsible and comprehensive professional experience in accounting/financial/cash management/debt management. Experience and education may be substituted, one for the other, on a year-for-year basis. Working knowledge of tax-exempt bond financing and related statutory requirements; working knowledge of the laws, ordinances and regulations governing the financial operations of the City Treasury.
