Cash Accounting Specialist

POSITION PURPOSE Reviews, reconciles and corrects transactions for a variety of state lotteries in approximately 28 states Requires knowledge of each state's rules, games and practices in order to properly account for these transactions. Provides guidance to store operators, Field Consultants and Market Managers in the proper methods to utilize at the store level to ensure financial accuracy.


DUTIES AND RESPONSIBILITIES


1.Maintains knowledge of assigned state lotteries, including the various levels of games active at any one time, the types of games offered, and the manner in which Southland accounts for each particular state lottery. Depending on the size of the lottery and the number of stores within each division, each Clerk will be responsible for more than one state's lottery.
2.Reviews daily lottery transactions, verifying proper recognition of sales, purchases and identification of unusual items and/or adjustments not originating in the lottery accounting area.
3.Either weekly or monthly, depending on the state lottery commission's method of operation, verifies the electronic update of Southland's lottery system, ensuring it posted properly. In the case of states that do provide electronic update, keys from the weekly or monthly statement the required information of deliveries, activations, settlements and purchases into the Southland lottery system.
4.For the states that provide complete information, either electronically or manually, uses the inventory method of accounting for lottery and reconciles physical audits on that basis. While the divisions perform audits quarterly, they are spaced out so that a certain number of stores are accomplished monthly. Therefore, monthly, reconciles stores' physical to book inventory.
5.For the states that do not provide all of the information needed to process lottery using the inventory method discussed above, uses the liability method of accounting for lottery. This method will treat both lottery and lotto the same, accounting for the purchases and sales only. Reconciles these to the lottery commissions' statements monthly. Additionally, this method will require the store operators to provide a manual inventory of active games and their daily sales, purchases and on-hand inventory. Physical inventories are taken in the same manner as described above and will be handled in the same fashion.
6.Upon completion of the book to physical comparison or reconciliation and review by the Team Leader and/or Supervisor, performs a written analysis of the store operators' adjustment and distributes to store operator. Written analysis is reviewed by Team Leader prior to distribution to store operator.
7.Maintains spreadsheet, by store, by market, by division for assigned lotteries. Spreadsheet will track ending inventory, purchases, sales and redemptions and will be combined periodically with other areas' results to create comparative reports and further analysis of trends that should be brought to the attention of others outside the department.
8.On the months that a particular store does not have a physical audit of lottery tickets, reconciles lottery commission statements to store accounts. These reconciliations will detect errors that will need correction and in some cases require adjustments to the stores' lottery accounts. These will need to be substantiated and reviewed by either the Team Leader or the Supervisor prior to being corrected and support sent to the store operator.
9.Serves as a point of contact, explanation and guidance for the store operators and Field Consultants.
10. Assists supervisor with special projects such as performing analysis of problem stores.
11.Performs other related duties and responsibilities as requested by management.

EDUCATION AND EXPERIENCE


Position requires knowledge of basic reading, writing and arithmetic normally acquired through completion of high school plus 2 to 3 years of accounting clerical experience.
