Full Job Title: Business and Planning Analyst 3 Skills Management Title Business AnalysisJob Level: EXEMPTBusiness Component: Integrated Defense Systems (IDS)Job Description: Develop, implement, analyze, maintain and present strategic, business and financial plans to support Apache Helicopter Integrated Product Team (IPT) -level projects and processes. Lead the efforts of other Business Analysts. Develop and coordinate complex integrated schedules, networks, resource plans and forecasts. Provide both cost and schedule visibility using the Earned Value Management System (EVMS). Use historical and forecast data and perform trend analysis, earned value management, variance analysis, risk assessments and business modeling to identify issues and provide guidance and recommendations to customers and management. Interface with Program Schedulers to ensure the detailed IPT schedules vertically integrate with the program level schedules. Interface with internal and external customers, industry and government representatives. Competencies Requires expertise in earned value management, schedule networking, resource loading, and forecasting; knowledge of the EVMS and its application; knowledge of critical path network methodology (e.g., logic, relationship/interdependency, early/late, start/complete, minimum duration); presentation skills to present IPT status in management level meetings; and the ability to champion and/or contribute to the development of new concepts, techniques and standards. Apply knowledge of technical disciplines (e.g., design, test and evaluation, assembly) and cost/schedule tools (e.g., CSPR, OPP, Microsoft Project) to develop and maintain IPT plans and schedules. Knowledge, Skills & Abilities: 30% - earned value management and detail schedule development utilizing IPAS/IPAR (Open Plan Professional/COBRA), Microsoft Project; 30% - financial analysis (monthly Cost Summary Reports [CSR], quarterly Contract Performance Assessment [EAC], variance analysis, financial data interpretation); 10% - Organizational / time management (multiple projects management); 10% - Computer skills (Microsoft Project, Excel, Seagate, Vista, A400, Company Budgeting System [CBS]); and 20% - Communications interfacing with numerous internal and external customers.
