The Information Technology Section (IT) is responsible for a set of core Transit functions that ensure the daily operation of the Transit Division’s business systems and the integration of technology projects into Transit's business processes and operating environment. The section also provides maintenance and operating support for Transit's automated systems, administration of Local Area Networks, and integration and management of capital technology efforts. This position, reporting to the IT Section Manager, serves as the budget and finance expert for the Section, manages assigned projects, provides assistance in a variety of the Section’s reporting and strategic planning functions, and serves as liaison with the County’s Office of Information Resource Management (OIRM). Responsibilities include:
- Develop the section’s operating budget and portions of the section’s capital budget. Provide overall coordination of the section’s capital budget, soliciting and incorporating input from the various groups in the section, and following the direction of the section manager and Transit’s Budget and Finance Group.
- Perform reviews and analysis of capital program requests ensuring that appropriate reporting is in place to track performance against milestones and budgets.- Gather periodic data for reporting purposes, including performance indicators; prepare monthly and quarterly reports and analysis of operating and capital expenditures against budgets and funding releases, as well as year-end projections; identify situations where actual expenditures are not matching budget, and provide detailed explanation and recommendations for addressing discrepancies.
- Serve as project manager for a variety of section special projects, such as development of consultant pools, technology standards, strategic planning initiatives, and other small duration, small scope IT projects.- Provide guidance and assistance and/or reporting for the OIRM and liaison activities for section’s appearances with OIRM’s Project Review Board; assist in preparation of IT studies for the OIRM; serve as primary liaison with specific OIRM staff.
- Coordinate and guide FTE requirements planning with section supervisors and project managers; provide periodic analyses of planned to actual staff labor charges.
- Prepare appropriation requests and grant reporting information for all IT section projects; track grant and project spending.
- Track quarterly and annual asset information for all IT section projects.
- Guide and make project coding decisions for operating budget; provide guidance on accounting and finance matters.
- Review monthly IT project reports and prepare summaries for management team.
- As part of section management team, participate in policy and planning decisions and problem solving.
- Serve as liaison between IT section groups; facilitate development and implementation of internal reporting processes and formats.
REQUIREMENTS
A Bachelor’s Degree in Business, Public Administration, Finance or a related field, or the equivalent combination of education and experience, and a minimum of four years of experience in budgeting and financial analysis/ reporting, are required.Also required:
- Advanced knowledge of public sector budgeting, financing, and managerial and financial accounting and reporting.
- Advanced knowledge of analytical, management, and financial information systems. Understanding of grant accounting and reporting.
- Advanced knowledge of computer applications used to develop analyses.- Experience with accounting and financial software programs, reporting programs, and Microsoft Office applications Word and Excel.- Knowledge of workforce management and budgeting.- Strong interpersonal skills and ability to develop and maintain excellent working relationships with groups and individuals at various levels within and outside County government.
- Organization and planning skills.- Time management and project management skills.- Effective oral and written communication skills. Without direct supervisory authority, must be able to direct people to complete necessary budgeting or other project related reporting assignments in the section.
- Advanced knowledge of financial modeling approaches and techniques as demonstrated by hands on development and use of such tools.
- Public speaking and presentation skills.- Quantitative analysis skills.
